Gallant Business Solutions is seeking an experienced and highly skilled Project Manager III (Design Engineer – Capital Projects) to support the Office of Transportation (OT) within Prince George’s County Department of Public Works and Transportation (DPW&T). This role provides strategic and technical leadership for complex transportation infrastructure initiatives, with a primary focus on the County’s Zero-Emission Bus (ZEB) program, including charging infrastructure, microgrid systems, and facility upgrades.

The selected candidate will serve as a subject matter expert and project lead, overseeing design, construction, and system integration efforts while ensuring projects are delivered on time, within budget, and in compliance with all regulatory requirements.

Key Responsibilities:

Project Leadership & Client Management

• Serve as Project Manager and primary point of contact for DPW&T
• Lead all aspects of project delivery including scope, schedule, budget, and quality
• Manage Design-Build teams, contractors, and consultants
• Oversee client communication, documentation, and stakeholder coordination
• Ensure projects meet performance, safety, and compliance standards

Design & Engineering Expertise

• Lead design and review of electrical systems (charging, microgrid, power systems)
• Review drawings, specifications, and engineering calculations for compliance
• Support development of design documents and bid packages
• Provide technical guidance on complex engineering challenges
• Prepare and present technical reports and recommendations

Project Planning & Execution

• Define project scope, develop budgets, schedules, and risk assessments
• Oversee procurement processes including RFPs/RFQs and contractor selection
• Coordinate planning, environmental review, and design processes
• Manage project execution across all phases, ensuring regulatory compliance
• Oversee contractor performance and project milestones

Contract & Change Management

• Develop and negotiate scopes of work and design service agreements
• Prepare change orders, PCO documentation, and contract modifications
• Monitor contract compliance, budgets, and cost impacts
• Support negotiations and resolve field and design-related issues

Engineering & Administrative Support

• Provide technical expertise to County leadership and stakeholders
• Coordinate with surveyors, engineers, and regulatory agencie
• Conduct feasibility studies and evaluate engineering proposals
• Lead field inspections to validate design and resolve issues
• Support public meetings, pre-bid conferences, and stakeholder presentations
• Additional duties may be assigned based on evolving OT initiatives.

Qualifications

• Bachelor’s degree in Engineering (Electrical, Civil, Mechanical, or related field) (required)
• 8–12+ years of experience in engineering, infrastructure, or capital project management
• Strong experience with electrical systems, construction, or transportation infrastructure
• Experience with public sector or large-scale infrastructure projects (preferred)
• Proven ability to lead complex, high-risk projects and multidisciplinary teams
• Strong communication, stakeholder management, and technical leadership skills

Work Details

• Full-time, Monday–Friday (on-site in Largo, MD)
• Limited telework (1 day/week, not Wednesdays)
• Long-term assignment (9+ months) with the possibility of permanent placement
