Regional Director of Operations Pacific Northwest Region Job Title: Regional Director of Operations FLSA Status: Exempt Department: Operations Reports To: Chief Operating Officer Region: Pacific Northwest Branches: Seattle, Chehalis, Spokane, Pasco, Portland, and Boise Job Summary The Regional Director of Operations provides strategic leadership and operational oversight for Pacific Mobile Structures' Pacific Northwest Region, including the Seattle, Chehalis, Spokane, Pasco, Portland, and Boise branch locations. This role is accountable for regional operational performance, profitability, safety, asset readiness, customer satisfaction, quality execution, and leadership development. The Regional Director of Operations serves as the senior operational leader for the region, ensuring consistent execution of company standards, operational processes, refurbishment programs, fleet readiness objectives, facility maintenance expectations, DOT and Prevailing Wage compliance, subcontractor performance and achieving financial goals. The position partners closely with the Director of Fleet & Facilities, Quality Control Manager, Sales leadership, Construction Services project management teams, Procurement, Safety, Accounting, Operations Support, and People Operations to drive operational excellence, continuous improvement, organizational growth, and successful customer and project execution. This position represents one of the senior operational leadership roles within Pacific Mobile Structures and plays an important role in supporting company growth, operational consistency, leadership development, and the successful execution of strategic initiatives throughout the Pacific Northwest Region. As a key member of both the Operations Leadership Team and the Regional Management Team, this role carries significant responsibility and accountability for the performance, development, and operational execution of six branch locations. The Regional Director is expected to contribute an informed operational perspective, remain aligned with shared regional priorities, and maintain strong, solutions-oriented support relationships with Sales leaders and Construction Services project management teams. The role is expected to think strategically, lead through influence, develop strong operational leaders, champion continuous improvement, and drive results while exemplifying Pacific Mobile Structures' core values of Serve, Stay Connected, Enthusiasm, Build Trust, and Be Great. - Provide leadership, direction, and accountability for all operational activities throughout the Pacific Northwest Region.
- Establish operational objectives and performance expectations for branch leadership teams.
- Drive consistency in operational and administrative procedures, workflows, and execution standards across all locations.
- Lead regional operational reviews and implement corrective action plans as needed.
- Review current operational scorecards and metrics to determine whether they are driving the right branch behaviors, priorities, and results.
- Ensure branch operations align with company strategic goals and initiatives.
- Foster a culture of accountability, continuous improvement, collaboration, and operational excellence.
- Serve as a key contributor to both the Operations Leadership Team and Regional Management Team.
- Work and partner closely with Sales leadership to meet and exceed customer timing expectations on rental asset deliveries.
- Promote healthy branch L-10 disciplines and assess whether IDS is identifying and resolving the right operational issues with accurate To-dos, clear ownership, and consistent follow-through.
- Assess Branch Operations Manager for effectiveness, elevate role expectations, and provide recommendations related to development, succession, accountability, and role fit.
- Serve as an aligned and dependable contributor to the Regional Management Team by supporting shared priorities and following through on regional commitments.
- Maintain profit and loss responsibility for all assigned branch operations.
- Develop and execute regional operating plans and budgets.
- Monitor revenue, margins, labor productivity, and operating expenses.
- Identify opportunities to improve branch profitability and operational efficiency.
- Drive improvement in asset utilization and return on invested capital.
- Ensure operational resources are effectively deployed to support market demand and company growth.
- Hold Branch Operations Managers accountable for managing to established labor and material budgets, understanding variances, and implementing timely corrective actions.
- Review staffing levels, Service Technician capacity, and vendor-capacity mix by branch and provide recommendations that balance service, quality, cost, and customer needs.
- Provide regional leadership and accountability for all Type III refurbishment activities.
- Ensure refurbishment production targets, schedules, labor plans, and budget objectives are achieved.
- Drive operational consistency in refurbishment planning, material utilization, scheduling, and execution.
- Partner with the Director of Fleet & Facilities to implement Type III asset-management and refurbishment process improvements, standards, and production strategies developed for companywide use.
- Partner with the Quality Control Manager to improve product quality, reduce rework, and increase asset readiness.
- Support capacity planning to ensure regional refurbishment capabilities align with company growth objectives.
- Lead efforts to improve productivity, cycle times, quality outcomes, and asset readiness throughout the region.
- Maintain regional accountability for consistent branch adoption and execution of approved Type III process improvements.
- Maintain accountability for fleet readiness, operational condition, utilization, storage, and deployment throughout the region.
- Ensure branch facilities are properly maintained, organized, secure, and capable of supporting operational objectives.
- Execute company fleet management, facility maintenance, and asset management standards established by the Director of Fleet & Facilities.
- Partner with the Director of Fleet & Facilities on facility improvements, branch expansions, major capital investment projects, fleet optimization initiatives, and long-term asset planning.
- Participate in regional asset planning, refurbishment prioritization, and deployment strategies.
- Ensure inventory accuracy, asset accountability, and operational readiness throughout the region.
- Drive accurate and actively managed Ready-to-Go status to improve customer responsiveness, fleet utilization, and asset availability.
- Ensure branches follow established inventory processes and procedures, including receiving, counts, audits, transfers, adjustments, material controls, documentation, and timely reconciliation of variances.
- Promote and maintain a strong safety culture throughout all branch operations.
- Ensure compliance with federal, state, local, and company safety requirements.
- Maintain regional accountability for Department of Transportation compliance across all branches utilizing power fleet assets.
- Ensure Operations Managers maintain branch-level discipline around driver qualification files, vehicle inspections, maintenance records, hours-of-service requirements, permits, registrations, and related DOT documentation as applicable.
- Partner with Safety leadership and the Director of Fleet & Facilities to support consistent power fleet compliance standards, audit readiness, corrective actions, and risk reduction across the region.
- Reinforce that DOT compliance is critical to individual branch operations, company asset protection, customer service continuity, and the overall health of Pacific Mobile Structures.
- Ensure Operations Managers maintain branch-level discipline around accurate and timely timecard entry and approvals with a specific focus on Prevailing Wage reporting.
- Partner with Safety leadership to improve safety performance and reduce incidents.
- Conduct operational inspections, audits, and corrective action reviews.
- Ensure operational activities are conducted in accordance with company policies and regulatory requirements.
- Ensure branch leaders use operating reviews and corrective-action processes to maintain visible accountability for Safety, DOT compliance, Power Fleet readiness, and related documentation.
- Drive execution of company quality standards throughout all regional operations.
- Partner with the Quality Control Manager to implement inspection programs, quality initiatives, and operational audits.
- Ensure consistent application of refurbishment standards, quality procedures, and documentation requirements.
- Reduce warranty exposure, customer issues, rework, and operational inefficiencies.
- Promote operational discipline, process consistency, and accountability across all branch teams.
- Support companywide continuous improvement initiatives and best practice deployment.
- Establish branch-level 5S expectations, assess and rank branch performance, and drive improvements that make 5S part of everyday operations.
- Use quality, rework, Ready-to-Go, and operating data to identify recurring issues and verify sustained corrective action.
- Recruit, develop, coach, and mentor Operations Managers and branch leadership teams.
- Bring a higher level of expectation, candor, coaching, and accountability to the Branch Operations Manager role.
- Establish succession planning strategies for operational leadership positions.
- Identify and develop future operational leaders.
- Support hiring, onboarding, training, and employee development initiatives.
- Foster employee engagement and cultivate a culture where employees are empowered to grow and develop professionally.

- Maintain a strong support relationship with Construction Services project management teams and collaborate with Fleet & Facilities, Procurement, Accounting, Operations Support, Safety, and People Operations.
- Support strategic growth initiatives, market expansion opportunities, and operational improvement projects.
- Drive communication and alignment between branches and corporate leadership.
- Ensure operational execution supports company growth objectives and customer expectations.
- Create clear communication, coordinated planning, effective project handoffs, and timely escalation and resolution of issues that could affect customers, schedules, cost, or execution.
- Establish effective cross-functional operating rhythms for forecasting, resource planning, project priorities, customer commitments, and issue resolution.
- Bachelor's degree in Operations Management, Construction Management, Business Administration, Engineering, or a related field preferred.
- Equivalent combination of education and relevant experience will be considered.
- Minimum 10 years of progressive operational leadership experience.
- Multi-site management experience required.
- Experience leading construction, modular building, manufacturing, industrial services, fleet operations, transportation, or related operational environments preferred.
- Strong financial management and profit and loss responsibility experience.
- Demonstrated success leading large operational teams and developing leaders.
- Experience managing operational performance through metrics, accountability systems, and continuous improvement initiatives.
- Experience with work order management, labor productivity systems, and related business processes.
- Strong leadership, coaching, and team development skills.
- Excellent strategic planning and execution capabilities.
- Strong business and financial acumen.
- Comprehensive understanding of operational workflows, logistics, fleet management, facilities management, full-cycle inventory management including procurement, receiving, and automatic restocking, Power Fleet compliance, and production operations.
- Ability to evaluate operational scorecards, identify misaligned incentives, and recommend practical metric changes that improve behaviors and results.
