Brief Job Description:

The Texas Health and Specialty Care System (HSCS) seeks a highly skilled and experienced professional to serve as a Competency Restoration Services Coordinator (CRSC) within the Office of Forensic Services and Coordination (OFSC).

This pivotal role performs highly advanced (senior-level) consultative services, technical assistance, program development, curriculum management, and statewide implementation work for Texas Health and Human Services Commission (HHSC) with a focus on the Texas Competency Restoration Curriculum for adults committed under Code of Criminal Procedure Chapter 46B as well as the Fitness to Proceed Curriculum for children committed under Health and Safety Code, Chapter 55 and related services. The CRSC serves as the statewide subject matter expert for the competency restoration curriculum and education and training, including inpatient competency restoration, jail-based competency restoration (JBCR), outpatient competency restoration (OCR).

The CRSC provides statewide consultation and technical assistance to state hospitals, State Supported Living Centers, Local Mental Health Authorities, HHSC contracted competency restoration providers, community partners, and other stakeholders to promote evidence-based competency restoration practices, program consistency, and compliance with state law and HHSC standards. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Serves as the statewide coordinator for competency restoration curriculum by leading the ongoing development, revision, implementation, and evaluation of competency restoration curricula and instructional materials and maintaining and expanding competency restoration training resources for inpatient, outpatient, and jail-based competency restoration programs. (25%)

Provides highly advanced technical assistance and clinical consultation to state hospitals, SSLCs, LMHAs, HHSC contracted providers, and other relevant stakeholders regarding competency restoration curriculum and implementation. Plans, develops, and leads technical assistance activities, trainings, policy development, program materials and assessments and assists competency restoration providers with interpretation and application of competency restoration statutes, administrative rules, HHSC policy, and best practices.(25%)

Responds to complex legislative and external inquiries regarding competency restoration programming, curriculum implementation, and Fitness to Proceed services and serves as a statewide resource regarding competency restoration models, educational practices, and program implementation. (15%)

Identifies emerging program needs and develops new educational materials, guidance documents, and implementation strategies. Coordinates train-the-trainer, virtual, or in person educational opportunities for enhanced delivery of competency restoration services and develops facilitator guides, participant materials, competency assessments, and educational tools. (15%)

Provides ongoing coaching and consultation to competency restoration providers to support implementation fidelity and develops recommendations to improve competency restoration programming and educational resources and assists with development of policies, procedures, standards, manuals, and guidance documents supporting competency restoration services. (10%)

Evaluates competency restoration practices and recommends improvements to promote consistency, quality, and evidence-based practices statewide and monitors implementation of competency restoration educational initiatives and evaluates training effectiveness by collecting and analyzes program data to identify trends, training gaps, and opportunities for quality improvement. (10%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Texas Code of Criminal Procedure Chapter 46B and Chapter 55 Health and Safety Code.

Competency restoration principles, forensic behavioral health, and evidence-based restoration practices.

Adult learning principles and curriculum development methodologies.

Effectively communicate both verbally and in writing with executive leadership, clinicians, attorneys, judges, community providers, and governmental agencies.

Lead workgroups and provide guidance to staff without formal supervisory authority.

Serve as a lead worker providing direction to others.

Registrations, Licensure Requirements or Certifications:

A professional license is not required, but one of the following licensures is preferred:

Licensed Master Social Worker;

Licensed Clinical Social Worker; or

Licensed Professional Counselor

Initial Screening Criteria:
Master's level degree in Social Work, Psychology, Counseling, or a related field and at least 3 years' experience in forensic mental health.
