Full salary range for this position – Analyst I: $45.27–$57.80; Analyst II: $49.93–$63.73; Senior Analyst: $55.05–$70.23. Expected hiring range – Analyst I: $45.27–$49.93; Analyst II: $49.93–$55.05; Senior Analyst: $55.05–$60.68. Description Reporting to the Environmental Manager, the Analyst leads Palmdale’s Energy for Palmdale’s Independent Choice (EPIC) and the City’s Community Choice Aggregation (CCA) energy program. The role includes responsibilities in energy policy, planning, procurement operations, communications, administration, customer program creation, and regulatory requirements. The Analyst operates with high autonomy, reporting regularly to City Management, City Council, and external entities, and exercises critical thinking and detail‑oriented oversight to ensure smooth CCA operations. Differentiating Characteristics Analyst I This entry‑level class performs routine and repetitive duties following established procedures under close supervision. As experience grows, incumbents work more independently in routine work. Analyst II This is a journey level position working under general supervision. Employees require specific experience and less supervision to complete assignments. Positions are typically filled through internal promotion, or if from outside, prior related experience is required. Senior Analyst The senior level performs the most difficult duties, possessing specialized technical or functional expertise. Incumbents handle significant responsibilities, exercise independent judgment and initiative, and possess specialized knowledge, abilities, skills, and experience. This level may be filled internally as a promotion or through full external recruitment; lower levels are not flexibly staffed into this level. Essential Functions Provide highly responsible and complex professional and technical assistance in developing, administering, and implementing a wide variety of department functions or programs and large projects. Assist with SCE related services. Oversee CCA external consultants, including operations, communications, contracts, community program development, budget analysis, and customer service. Participate in formulating department policy, goals, objectives, and procedures; collect and compile relevant data supporting recommendations; and implement or facilitate the implementation of department policies and procedures. Perform research and statistical analyses and prepare related reports and complete technical analysis in support of management decisions. Conduct and prepare special studies and reports, and manage special programs and projects. Identify research, develop, and implement projects, new program elements, and program modifications to meet stated goals and objectives. Monitor and coordinate the daily operation of the assigned program area; perform administrative detail work and maintain appropriate records and statistics. Participate in community relations and outreach activities; represent the City on committees and boards, and at public meetings. Research, analyze, and prepare recommendations regarding complex policies, programs, and funding sources for assigned functions or programs. Develop, write, and monitor complex contracts and agreements. Prepare, manage, and report on grant applications. Provide guidance to, and work closely with, senior management and other City staff. Develop, write, and monitor contracts. Prepare and administer program budgets. Evaluate and develop improvements in operations, procedures, policies, or methods. Interpret, apply, and enforce City policies, procedures, rules, and regulations. Effectively administer assigned programmatic responsibilities. Pay attention to detail for accuracy and completeness. Build and maintain complex spreadsheets. Education and Experience Analyst I : Two to five years of experience in a related field. Analyst II : Three to six years of experience in a related field. Senior Analyst : Five years of experience performing a variety of professional duties, one year of which must be at the Analyst II level. Education (all levels) : A Bachelor’s degree from an accredited college or university with major coursework in a closely related field. Licenses/Certifications/Other Requirements Possession of or ability to obtain and maintain a valid California driver’s license, or the ability to use alternative transportation methods to perform the essential duties of the position. Possession of a valid California driver’s license by time of appointment is required for assignments in certain departments, including the City Manager’s Office, Communications, Economic and Community Development, Information Technology, Parks and Recreation, Public Safety, and Public Works.
