Safety Manager

Warfel Construction Company is currently searching for an experienced Safety Manager to join our high‑paced, Client‑focused team, based in East Petersburg, PA. The Safety Manager is responsible for the oversight of company safety and safety‑related matters. In addition, the Safety Manager is expected to consistently demonstrate comprehensive safety knowledge and be able to apply advanced concepts to build and continually strengthen the company safety culture. The Safety Manager will assist in developing, coordinating, and implementing occupational safety and health policies and procedures to promote and ensure effective safety operations throughout the organization. Essential Functions of the Job: Oversees procedures and documentation for continued improvement and consistency of the company's safety program. Recommend strategies for improvement to the program and present these to leadership for approval. Supervises and coaches staff of Safety Engineers. Provides recommendations to leadership on promotions, salary adjustments, and terminations where needed. Provides performance evaluations for staff, as requested. Ensures adequate jobsite safety coverage based on risk and geographic location determining frequencies of inspections for Safety Engineers. Delegates tasks as appropriate. Provides training and oversight to all field personnel related to current 29 CFR, 1926 Construction standards on an as‑needed basis to coincide with OSHA updates and changes. Conducts or coordinates all Warfel‑required safety training, including 10‑hour and 30‑hour OSHA training, machine certifications, CPR & First aid training, NSC driver training, and more. Oversees fall protection and PPE issued to jobsites in conjunction with the Safety Administrator. Maintains Hazcom SDS database. Develops site‑specific safety plans as needed. Obtains and reviews subcontractor safety documentation. Utilizes pre‑installation meetings at each project as a means for subcontractors to acquaint themselves with and commit to Warfel's safety culture. Conducts simulated OSHA inspections at each project. Spends dedicated time on a project, as needed, based on ongoing safety violations or subcontractor risk management. Provides interpretations of 29 CFR 1926 and 1910 standards to all field personnel and subcontractors. Investigates incidents as necessary and reviews all incident reports to ensure accurate recordkeeping data and thoroughness of information in reports. Maintains periodic reports for management and conducts analysis of data for trends as necessary. Conducts near miss investigations, reporting results and next steps accordingly. Investigates formal complaints and implements actions as a result of any substantiated complaint. Interfaces with Department of Labor OSHA Compliance Officers. Provides recommendations on disciplinary procedures as required for field personnel. Completes client safety prequalifications. Provides support for worker's compensation, general liability, and auto insurance claims as needed. Traveling to jobsites is REQUIRED - you must have a valid driver’s license and ability to maintain a safe driving record. Approximately 10‑20% of the time is traveling to job sites or other office locations and occasional overnight travel may be required (less than 5% of the time). Other Duties & Responsibilities: Interfaces with insurance company loss control engineers. Plays a critical role in driving employee participation in company safety committee meetings. Participation in outside safety organizations. Perform other assigned duties, as necessary. Qualifications: Bachelor's degree in health and safety, Safety Engineering, Environmental Health, or related field is preferred; equivalent experience may also apply. Minimum of 5‑8 years construction safety experience. BCSP designation of CHST or equivalent preferred. Prior experience supervising personnel. OSHA 500 certification (or ability to obtain) and experience conducting training with groups of varying size.
