Job DetailsLevel: SeniorJob Location: Hartford, CT 06132Position Type: Full TimeEducation Level: 4 Year DegreeSalary Range: $140,000.00 - $160,000.00 SalaryTravel Percentage: Up to 25%Job Shift: DayJob Category: Finance POSITION SCOPE: The primary function of the Chief Financial Officer (CFO) is the management of fiscal and administrative business functions inclusive of supervision of accounting staff. The CFO is also responsible for all human resources functions inclusive of supervision of HR staff. The CFO is a member of senior management and will act as a strategic partner for Chrysalis Center, Chrysalis Center Real Estate Corporation, and Chrysalis Center Housing Development Corporation. The CFO will act as the Equal Employment Opportunity/Affirmative Action Officer and will be responsible for adherence according to Chrysalis Center policy. ESSENTIAL RESPONSIBILITIES: 1. Supervise day to day activities of the Director of Finance and Human Resources Manager including but not limited to regular supervision meetings, maintenance of formal supervision notes, review of records, and oversight of duties. 2. Provide orientation and training and ensure the timely completion of performance evaluations for the staff being supervised. 3. Disciplinary action (verbal & written warnings) in collaboration with the Human Resources Department and hiring and termination of staff being supervised with final approval of the CEO. 4. Oversight and management of all accounting functions to ensure accountability, maintenance of agency business records and the consistent application of financial policies, including but not limited to the handling and posting of disbursements and cash receipts, assets and liabilities, bank accounts and reconciliations, the general ledger, balance sheets, trial balances, cash flow projections, variance reports, budget oversight, grant reports oversight of contracted services, records retention and management of all aspects. 5. Act as Equal Employment Opportunity/Affirmative Action Officer. Supervise Human Resources Manager’s hiring and reporting practices to ensure implementation and adherence to agency Affir mative Action Plan. Revise plan as necessary to ensure plan addresses goal of the agency’s policy. 6. Oversight and management of all agency compensation and benefits. Coordinates with external vendors as required during the renewal process for benefits. Maintains the agency compensation study to ensure market rates for all positions. 7. Coordinates with CEO in all functions as an agency liaison regarding all legal proceedings, union grievances, employment complaints and terminations. Assumes a leadership role with CEO in union contract negotiations. 8. Lead CCREC and CCHDC property development from project start through completion with regards to ensuring compliance with legal, insurance and funding requirements. Work with project partners to get to initial closing so that construction can begin. Coordinate with grantors as required for each property, including submission of drawdown requests with auditable documentation. Prepare cost certification documents and work with auditors to finalize. In partnership with project partners, see all projects through to final closing. 9. Supervise property management for all CCREC and CCHDC owned properties to ensure compliance with financial reporting requirements and annual audit processes. 10. Supervise the timely and accurate submission of fiscal contract reports, variance and balance sheet reports, audit reports, and all state and federal compliance reports. 11. Authorization and oversight of all agency expenditures, purchases and leases, including solicitation of bids, authorization for expenditure requests, and maintenance of a voucher system. Prepare and coordinate all RFPs as required for major contractors. Corporate signatory authority for checks under $5,000; authorization to co-sign checks over $5,000.00. 12. Oversight of landlord relations of all owned and leased properties to ensure the timely cost-effective repairs and alterations are made so the sites are secured and physically safe; agency security, including security systems, keys and landlord relations. 13. Function as the agency representative regarding the fiscal administration of contracts, state and federal reports and agency insurance policies, including participation in review meetings and authorization to sign off on fiscal reports for funding sources. 14. Administration and oversight of agency insurance policies. 15. Review and revise all annual HR policies as necessary and at least annually. 16. Participate in all CARF Accreditations for Finance and Human Resources. Implement all recommendations as required. 17. Adheres to all Chrysalis Center, Inc.’s policies, procedures, and standards at all times. 18. Perform other duties as assigned Qualifications Qualifications Master’s Degree plus seven years’ experience in non-profit financial management; thorough knowledge of general accounting practices, contract management, personnel management; demonstrated fiscal management skills; proficiency in spreadsheets; good oral and written communication skills. A minimum of five years’ supervisory experience required. Knowledge and proficiency in using computer applications, including standard Windows applications.
