Greenfield Engineering a Saalex Company is seeking a Senior Financial Analyst in Lexington Park, MD to provide strategic acquisition, requirements, and financial management support to Naval Aviation programs. The selected candidate will support Integrated Product Teams (IPTs) in planning, budgeting, requirements management, acquisition execution, and program oversight activities. This role serves as a key advisor to program leadership, providing analysis and recommendations to support successful execution of multi-million-dollar acquisition portfolios.

Position Type: Full-Time

Salary: $115k-$150k annually (depending upon experience)

Work Location: Onsite

Essential Functions:

• Manage and maintain Acquisition Management System Contract Spend Plan Tool (AMS CSPT) requirements, funding data, spend plans, and baseline program information in coordination with Integrated Product Team (IPT) Leads and Budget Financial Managers (BFMs).
• Manage and maintain contract action tracking, acquisition milestones, and program execution data within the Program Management Tool (PMT) .
• Develop, process, track, and maintain Procurement Integrated Data System (PIDS) packages and acquisition workflows in coordination with Contracting Officers, Contracts Specialists, and program stakeholders.
• Analyze requirements, funding profiles, contract actions, and program execution data within AMS CSPT, PMT, PIDS, and related Navy acquisition systems to identify funding shortfalls, schedule impacts, and execution risks.
• Develop and maintain spend plans, budget execution reports, funding documents, and executive-level metrics supporting Aircraft Procurement, Navy (APN) and Research, Development, Test & Evaluation (RDT&E) appropriations.
• Coordinate requirements planning, resource allocation, contract actions, and financial execution activities across IPTs, functional leads, contracting personnel, and financial stakeholders.
• Prepare funding requests, de-obligation requests, work completion date extensions, and supporting financial documentation.
• Review and provide recommendations for Program Objective Memorandum (POM) submissions, budget exhibits, financial impact statements, and acquisition documentation.
• Develop executive-level briefings, reports, metrics, and recommendations to support program decision-making.
• Support acquisition reviews, budget reviews, audits, and leadership planning events.
• Mentor junior analysts and provide guidance on acquisition, budgeting, and financial management processes.
• Other duties as assigned or required.

Requirements

Required:

• Hands-on experience with at least one of the following Navy acquisition and financial management systems: Acquisition Management System Contract Spend Plan Tool (AMS CSPT), Program Management Tool (PMT), or Procurement Integrated Data System (PIDS).
• Experience supporting major defense acquisition programs.
• Experience developing and monitoring program budgets, spend plans, funding documents, and execution reports.
• Experience working with Integrated Product Teams (IPTs) and cross-functional stakeholders.
• Strong understanding of Planning, Programming, Budgeting, and Execution (PPBE) processes.

Desired:

• Experience supporting NAVAIR Program Offices, Naval Aviation programs, or PMA organizations.
• Experience developing POM submissions, budget exhibits, and financial impact statements.
• DAWIA certification and/or Defense Acquisition University (DAU) coursework.
• Experience managing APN, RDT&E, O&MN, or Procurement appropriations.

Education/Years of Experience:

Bachelor’s degree in Business, Finance, Accounting, Economics, Management, Engineering, Acquisition Management, or a related field required and Minimum of ten (10) years of experience supporting Department of Defense acquisition, program management, financial management, budgeting, or related disciplines.

Security Clearance:

Active Secret clearance required with the ability to obtain a Top Secret clearance with Yankee White access. Requirements to obtain a clearance include US Citizenship, security investigation, etc.
