Duties

Help

• Implement, coordinate, and monitor data quality for manpower, personnel and readiness requirements in the Defense Medical Human Resource internet (DMHRSi).
• Facilitate the collection, analysis, and evaluation of human resources data from various sources.
• Prepare Human Resources Data Issue reports.
• Coordinate with other work centers to mitigate data issues to ensure compliance with current manpower policy.
• Provide technical guidance and consultative assistance on all matters relating to the analysis and evaluation of manpower issues and data.
• Serve as lead analyst on matters and issues pertaining to personnel and readiness.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination unless exempt by appropriate medical personnel.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience (GS-09) : One year of specialized experience which includes performing one or more of the following: 1) performing operational audits for manpower utilization; and 2) applying analytical and evaluative techniques to make recommendations for optimization of manpower resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management or Business Administration. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Specialized Experience (GS-11) : One year of specialized experience which includes performing one or more of the following: 1) performing operational audits for manpower utilization; 2) applying analytical and/or evaluative techniques to make recommendations for optimization of manpower resources; and 3) utilizing Defense Medical Human Resource intranet (DMHSRi) to analyze data quality for readiness requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education : Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management or Business Administration. (Note: You must attach a copy of your transcripts.)

OR

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
