Technical Delivery PMO Governance Lead

Job Summary

The Technical Delivery PMO Governance Lead is responsible for establishing, governing, and continuously improving the Technical Delivery PMO across the enterprise. This role leads the design and implementation of PMO standards, processes, tools, and templates to ensure consistent planning, execution, monitoring, and delivery of IT projects and programs.

This role reports to the Technical Delivery Director and partners closely with Project Managers, Application Owners, and cross-functional IT and Business PMOs to enforce governance, enhance transparency, and drive disciplined execution. The ideal candidate brings strong experience in PMO setup and governance, PM methodologies, and modern PM tools (such as Wrike, Monday.com, Azure DevOps, and MS Project), along with the application of AI capabilities to optimize PMO processes, reporting, and decision-making.

Key Accountabilities / Job Functions

• Accountability 1: PMO Governance Design & Implementation (20%)
• Establish and standardize PMO governance frameworks aligned with industry-standard project management knowledge areas.
• Define and implement project lifecycle processes (intake, planning, execution, monitoring, and closure).
• Develop governance models, stage gates, and approval workflows.
• Ensure alignment with enterprise IT and Security procedures and standards.
• Accountability 2: PMO Tools, Templates & Process Development (20%)
• Design and implement standardized templates (e.g., BRD, project charters, status reports, RAID logs, and financial tracking).
• Configure and optimize project management tools (Wrike, Azure DevOps, MS Project, or similar platforms).
• Develop automated workflows, dashboards, and reporting mechanisms.
• Leverage AI tools to improve reporting, forecasting, and operational efficiency.
• Accountability 3: Portfolio Monitoring & Control (20%)
• Establish KPIs and metrics for project and portfolio performance (schedule, cost, scope, and risk).
• Implement monitoring and control mechanisms aligned with industry best practices.
• Drive consistent status reporting and executive-level visibility.
• At the portfolio level, identify risks and issues while enforcing mitigation and escalation processes.
• Accountability 4: PMO Enablement & Stakeholder Engagement (15%)
• Provide governance support and coaching to Project Managers and application teams.
• Promote best practices and disciplined execution across IT delivery teams.
• Act as a key liaison with IT and Business PMOs across various business units and functions.
• Drive adoption of standardized tools, templates, and processes.
• Accountability 5: Continuous Improvement & Transformation (20%)
• Identify gaps and opportunities to enhance PMO maturity and effectiveness.
• Introduce process improvements, automation, and AI-driven capabilities.
• Benchmark against industry standards and drive the PMO maturity roadmap.
• Improve communication, transparency, and consistency across the portfolio.
• Other Responsibilities (5%)
• Perform other duties as assigned.

• Scope: This role operates at a global/enterprise level, supporting the Technical Delivery PMO across multiple brands and business units. It impacts both corporate and operational technology initiatives, ensuring standardized governance, tools, and execution practices across a diverse, multi-entity environment. The scope includes end-to-end PMO governance—from project intake through delivery—covering portfolio management, reporting, compliance, and cross-functional coordination.

Qualifications & Requirements

Essential / Minimum Qualifications

• Bachelor’s degree in Engineering, Information Technology, or a related field.
• 1–3 years of experience leading PMO governance or PMO transformation initiatives.
• 3–5 years of experience as a Project Manager in enterprise IT environments.
• Strong knowledge of core project management knowledge areas.
• Hands-on experience with modern PM tools (e.g., Wrike, Monday.com, MS Project, Azure DevOps).

Essential Experience Required

• Demonstrated experience establishing or significantly enhancing a PMO, including governance frameworks, processes, and toolsets.
• Proven experience developing and implementing project templates (e.g., BRDs, intake forms, status reports, RAID logs, financial tracking).
• Experience collaborating with multiple stakeholders across business and IT organizations.
• Early exposure or willingness to work with AI tools to improve PMO processes, reporting, and automation.

Desired Experience

• Experience managing and controlling project portfolios with measurable KPIs and robust reporting frameworks.
• Experience working within complex, multi-project, cross-functional IT environments.
