Department Information Join our dynamic team at Coast Community College District as a Human Resources Generalist and play a pivotal role in supporting the future of education! District Human Resources serves as a strategic partner alongside our Board of Trustees, Chancellor, and college constituents to achieve the Coast Colleges' vision, mission, and goals. As a Human Resources Generalist, you will serve as the District's point-of-contact for the Employment Services Department, providing a wide range of essential functions including recruitment, onboarding, employee evaluations, benefits administration, and records management. Summary Coordinates and performs a wide range of administrative, technical, analytical, and consultative human resources functions for assigned areas. Areas of assignment may include several of the following functions: employee recruitment, employee onboarding and offboarding, employment services, benefits administration, HRIS, employee communications, and personnel records maintenance. Distinguishing Career Features The Human Resources Generalist is a technical position that requires application of specialized knowledge in assigned areas. The Human Resources Generalist provides a full range of administrative and technical duties in support of district-wide programs and services requiring a working knowledge of applicable human resources laws, policies, practices, and procedures. In addition, this position maintains high standards for confidentiality, customer service, and accurate input, maintenance, and retrieval of data within various HR systems. Subject matter knowledge is required to prepare reports, audit technical data, and provide employee orientations. Advancement to this position requires the ability to coordinate, interpret, apply, and effectively communicate the District's systems, processes, policies and procedures for assigned area(s). Essential Duties and Responsibilities Serves as the District point-of-contact on matters relating to human resources programs and services, including but not limited to recruitment, onboarding and offboarding, employee evaluations, employee compensation, faculty assignments, benefits administration, and records management. Conducts orientations and trainings on policies and procedures related to these items. Performs a variety of professional, technical, and analytical human resources duties, ensuring that work is accurate and in accordance with applicable laws, established procedures, and timelines. Participates in setup of electronic employee data that includes determination of pay and benefits, evaluation cycles, reporting structure, and other personal and demographical information. Transmits accurate information to payroll and benefit vendors for processing. Audits, creates, and submits Electronic Personnel Action Form (EPAF) and related reports. Receives and takes action on a variety of applicant and employee information, including confidential records and data, such as medical reports, employment status, evaluation materials, recruitment data, conviction reports, and/or other human resource related documents. Assists with developing Human Resources plans and procedures with a shared-services perspective to increase employee satisfaction and internal efficiencies (benefits, recruitment, onboarding, employee performance, employee records). Administers the District's recruitment, employment services, and benefits programs to include: determining eligibility, providing timely notifications, accurately calculating and auditing information, submitting timely status changes, and addressing questions or concerns from applicants, employees, retirees, and/or benefit vendors and other representatives. Participates in a variety of specialized projects as a representative of human resources. Maintains current and historical human resources information, such as but not limited to: job descriptions, salary schedules, benefits plan and enrollment information, contracts, and collective bargaining agreements. Coordinates and participates in outreach, set up, and informational activities of assigned areas such as benefit workshops, open enrollment, job fairs, employee training, and other human resources related events. Provides human resources support to employees in the areas of administrative, classified, and certificated services, benefits, leaves, and general retirement information. Facilitates documentation and verification of benefits eligibility, minimum qualifications, seniority, and salary placement and advancement. Utilizes and maintains computerized applicant tracking, onboarding, and benefits management systems; assist users with the systems and reports, as needed. Compiles statistical and other data to support assigned area. Creates and prepares accurate reports and documentation for management and external regulatory agencies, as required for internal and external audits, information requests, recruitment processes, trend analysis, benefit plan performance reviews, and mandated reports. Responds to applicants, employees, retirees, outside agencies, and the public and composes detailed letters/communications regarding related processes and actions. Receives, audits, prepares, processes, and maintains applicant and employee data, employment records, qualifications, and eligibility documentation related to recruitment, benefits, salary placement, and other employment actions. Compiles and calculates information for employment actions such as but not limited to salary placement, benefits, deductions, longevity, service, and seniority. Provides information to employees related to compensation, benefits, schedules, and/or working conditions. Processes all recruitment, benefits, and personnel action documentation and data and ensures compliance with laws and established procedures. Trains, schedules, and provides direction to others as assigned; provides technical assistance to other staff as directed. Responsible for timely submission of personnel actions for appropriate Board action and follow up. Interprets, explains, and applies policies, procedures, laws, and the provisions of collective bargaining agreements. Operates a variety of modern office equipment including computers for word processing, spreadsheets, presentations, and data base management. Responds to EDD claims and monitors COBRA and other benefit eligibility statuses for required procedures and provides related communications. Ensures that required notifications are received timely by employees and retirees and that the appropriate changes have been entered into HR systems. Performs other related duties as assigned that support the objective of the position. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics. Qualifications Knowledge and Skills The position requires in depth technical knowledge of the best practices and procedures associated with human resources records and HRI systems, recruitment practices, benefits administration, compensation, and related services provided within District human resources. Requires in-depth working knowledge of personnel records and data entry requirements for human resources information systems and mandated reporting and the laws and regulations affecting recruitment and benefits administration. Requires basic knowledge of common provisions of employee leaves, worker's compensation, and related benefits offered to employees. Requires working knowledge of personnel policies, rules, laws, regulations, and collective bargaining agreements. Requires knowledge of personal computers and common office applications such as office suites, spreadsheets, and relational databases used in human resources. Requires demonstrated skills at accessing and organizing data from relational databases, verifying numerical and demographic information, and entering information onto established data entry screens. Requires sufficient math skills to compute sums, averages, ratios, products, quotients, variances, and cost benefits analysis. Requires well-developed knowledge of English language, punctuation, syntax, and grammar to prepare documents, reports, and professional correspondence. Requires human relation skills to convey technical concepts to others, to deal with sensitive and private information, to give instructions, trainings, and orientations, and to facilitate discussions in individual and small group settings. Requires knowledge of generally accepted personnel management practices, fair employment practices, and other laws governing human resources. Requires skill at preparing effective written communications. Abilities Requires the ability to perform the essential responsibilities and functions of the position. Requires the ability to support recruitment processes, prepare and deliver employee communications, prepare human resources-related reports, and prepare personnel actions. Requires the ability to learn, apply, and interpret applicable laws policies, procedures, and contractual agreements. Requires the ability to perform research and analysis. Requires the ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines. Requires the ability to train others and facilitate employee orientations. Requires the ability to communicate technical information and to interact with a wide variety of individuals inside and outside the organization while providing exemplary customer service. Requires in-depth working knowledge of personnel records and data entry requirements for human resources information systems. Requires knowledge of personal computers and common office productivity applications such as office suites, spreadsheets, and relational databases used in human resources. Requires human relations skills sufficient to communicate technical concepts to others in individual and small group settings and to exercise patience when dealing with employees. Requires skill at preparing effective written communications. Requires sufficient math skill to compute compensation and benefits data. Requires the ability to maintain confidentiality of employee information and certain communications governing employee records. Requires the ability to coordinate and perform subject specific projects. Physical Abilities The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources. Essential functions will vary by position. Education and Experience The position typically requires a Bachelor's degree in business, human resources, or related discipline and three years of progressive experience in an equivalent human resources function. Additional experience in related human resources functions may substitute for higher education. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. Licenses and Certificates May require a valid driver license. Working Conditions Work is performed indoors where some safety considerations are minimal. Conditions of Employment Note: Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time. This is a permanent, general funded, full‑time, 12‑month per year classified position. The normal hours of work will be Monday through Friday 8:00 a.m. to 5:00 p.m., with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: EE-118) Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment. The person holding this position is considered a mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in Coast Community College District policies, procedures, and Title IX.
