Information Technology Specialist (INFOSEC)

Summary This position is part of the Office of Technology Commercialization, Department of Energy. As a Information Technology Specialist (INFOSEC), you will be providing enterprise-wide leadership in information technology, cybersecurity, data governance, and emerging technology integration. The incumbent effectively supports mission execution, safeguards sensitive systems and data, and enables the secure transition and scaling of innovative technologies. Responsibilities As a full performance GS-15 Information Technology Specialist, you will: Lead the development, execution, and continuous evaluation of enterprise-wide cybersecurity strategies, policies, and architectures aligned with federal mandates and agency goals. Direct comprehensive IT risk assessments and security audits to ensure all systems comply with federal standards, including NIST, FISMA, and Zero Trust security frameworks. Oversee complex incident response protocols, vulnerability management programs, and recovery operations to proactively mitigate and resolve critical cyber threats across the network. Architect and secure cloud-native environments, digital platforms, and hybrid infrastructures to safeguard high-value data and guarantee operational resilience. Provide authoritative technical advice and briefings to senior leadership, interagency partners, and external stakeholders on emerging technologies, cryptographic agility, and cybersecurity risk posture. Guide multi-disciplinary technical teams in integrating cybersecurity operations with system administration, network engineering, and database management functions across the organization. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: Individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above, individuals must meet the specialized experience listed below: SPECIALIZED EXPERIENCE REQUIREMENTS FOR THE GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Conduct technical risk assessments, identifying system vulnerabilities, and recommending specific mitigation strategies to resolve security issues. Configure or manage technical security solutions, such as public key infrastructure (PKI), data encryption protocols, multi-factor authentication, or access control systems. Lead information technology projects from initiation through completion, including planning, requirements development, project scheduling stakeholder coordination, risk management, implementation, testing, deployment, and project closeout to achieve organizational objective. SPECIALIZED EXPERIENCE REQUIREMENTS FOR THE GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Analyze and optimize the security of complex IT infrastructure, network integrations, or cloud-based environments to prevent security breaches and maintain system resilience. Lead technical teams in developing, testing, or executing system contingency plans, disaster recovery plans, or cybersecurity incident response procedures. Lead information technology projects from initiation through completion, including planning, requirements development, project scheduling stakeholder coordination, risk management, implementation, testing, deployment, and project closeout to achieve organizational objective. Limit your resume to no more than two (2) pages. If more than two pages are submitted, only the first two pages will be reviewed to determine your eligibility and qualifications. Your full resume will be made available to the hiring manager if you are referred. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement. Education There are no specific education requirements or substitution of education for experience for this position.
