Supervisory Contract Specialist Jobs

Job Title

Plans, organizes, and directs the activities of the Section, ensuring that the Section complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and branch objectives.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Plans work to be accomplished by subordinates; sets and adjusts short-term priorities. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments.

Perform procurement oversight for complex, high dollar value solicitations and proposed contractual actions within assigned area. Serve as Contracting Officer with signatory authority, up to an unlimited warrant.

Responsible for assuring standards are maintained; law, policy, procedures, and regulations are adhered to.

Job Requirements

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.

The incumbent is required to submit a Financial Disclosure Statement, OGE 450 Executive Branch Confidential Financial Disclosure Statement.

Supervisory Position.

Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

Qualifications

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Transcripts are required at the time of application.

The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must: 1) be eligible for GS-13, or equivalent; and 2) have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and 3) possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required. Specialized experience is defined as experience performing pre and post award contracting actions, including developing solicitations, issuance of contracts and contract administration for Information Technology and/or Telecommunications; and experience guiding team members, providing performance feedback, and supporting specialist development.
