Under the broad direction of the LCI Chief Deputy Director, the LCI Career Executive Assignment (CEA), Chief Information Officer (CIO) has the overall responsibility for the information technology (IT) activities that support LCI's critical lines of business. These activities include IT Project and Portfolio Management, Network and Client Services, Web and Application Development, IT Procurement and Contracting, IT Infrastructure, Security & Privacy Services, and oversight of the IT operations budget. The CIO is the highest-level IT authority within LCI and has broad authorization for formulating and implementing IT policies and practices which have significant impact on LCI Programs. The CIO is responsible for the development of the department's IT strategic direction, technology operations, and technology recovery plans and programs that support and align with the business goals and objectives of the LCI.

Department Information
The Governor's Office of Land Use and Climate Innovation (LCI) serves the Governor and his Cabinet as staff for long-range planning and research and constitutes the comprehensive state planning agency. LCI assists the Governor and the Administration in planning, research, policy development, and legislative analysis. LCI formulates long- range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection. LCI's budget programs include State Planning and Policy Development, Strategic Growth Council, and Racial Equity Commission. LCI is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, and a positive attitude. Telework

This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of LCI under California Government Code Section 14200. The incumbent is required to report in-person and site-based a minimum of four days per week. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with LCI policies.

Candidates who reside outside of the State of California may be admitted to the job interview. However, upon job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.


Person Leave Program Reduction

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.


CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.


CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.


Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience performing large scale IT program management
  • Proven track record in project management and web development
  • Knowledge of organization and functions of California State government, including the organization and practice of control agencies, Legislature, and the Executive Branch
  • Ability to communicate effectively with others as demonstrated by strong written and verbal communication skills, strong negotiating skills, and the ability to represent LCI effectively with control agencies, key customers, stakeholders, LCI executive team, and internal staff
  • Experience in contract solicitation, contract management, State IT procurement, Service Level Agreements (SLA), and Change Control Management
  • Knowledge of the structure, organization, and function of a variety of technology disciplines, as well as local, State, and federal initiatives and programs
  • Ability to anticipate and manage complex issues affecting many organizations, including the ability to develop policy and integrate all aspects of a strategy to assure resolution of issues
  • Proven track record of gaining the confidence and trust of individuals in key positions in LCI's customer base
  • Ability to evaluate products from multiple perspectives (customers, stakeholders, vendors, best practices) in order to develop standard for product approvals
  • Ability to develop/obtain consensus on policy direction that will ensure continuation of the development portion of projects and help ensure successful completion.
Examination Information
