Deputy Chief Information Officer

Job Description and Duties

Under the general direction of the Chief Information Officer (CIO), the Information Technology Manager II serves as the Deputy Chief Information Officer (Deputy CIO) and is a key member of the Information Technology (IT) leadership team. The Deputy CIO provides executive-level leadership, strategic direction, governance, and oversight of the department’s information technology programs, portfolio, application services, and workplace and collaboration technology services.

The incumbent is responsible for enterprise IT program and portfolio management and provides direct leadership and oversight of the Application Management and Workplace & Collaboration Services sections. The Deputy CIO ensures technology investments, projects, applications, and end-user technology services are aligned with departmental business priorities, statewide technology policies, security requirements, architectural standards, and the department’s strategic technology roadmap.

The Deputy CIO acts on behalf of the CIO as delegated and represents IT leadership with departmental executives, business programs, control agencies, vendors, and other governmental entities.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to three days of remote work per week. Additional in office days may be required based on the business need.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated experience building and leading high-performing technology teams, including coaching, mentoring, workforce development, succession planning, and talent development initiatives.
• Experience providing leadership and oversight for complex IT programs and portfolios, including prioritization, resource planning, risk management, governance, and alignment with organizational objectives.
• Experience in technology procurement and vendor management, including RFOs/RFPs, Statements of Work, contract negotiations, vendor performance, and strategic technology partnerships.
• Demonstrated ability to lead cross-functional teams and build stakeholder alignment across business programs, technology teams, executive leadership, vendors, and external partners.
• Experience in software engineering and application modernization, including web-based and cloud-native application development, system integration, APIs, DevSecOps, and modern software development practices.
• Experience with Microsoft cloud and enterprise technologies, including Azure PaaS services, Azure DevOps, Microsoft 365, SharePoint Online, and Microsoft Power Platform.
• Knowledge of banking, treasury, investment, or financial services environments, including mission-critical financial systems, security, risk management, regulatory requirements, and operational resiliency.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.
