Job Summary

A growing traffic control and infrastructure support organization is seeking a Senior Payroll & HR Administrator for a temp-to-hire opportunity in Petaluma, CA. This high-visibility role supports California union operations and plays a critical part in ensuring field crews, union employees, and salaried staff are paid accurately, on time, and in compliance with collective bargaining agreements and California labor laws.

This is an excellent opportunity for an experienced payroll and HR professional who enjoys owning processes, partnering closely with operations, and serving as a trusted resource for employees and leadership. The work environment is fast-paced, collaborative, and essential to roadway safety operations, with supportive leadership, strong teamwork, and the opportunity to improve payroll systems, compliance processes, and employee support practices.

Key Responsibilities

- Process full-cycle payroll for high-volume hourly field crews, union employees, and salaried staff in a California union environment.
- Interpret and apply union agreements, wage classifications, overtime rules, shift premiums, fringe benefits, dues, and benefit contributions.
- Ensure compliance with California wage and hour laws, including meal and rest break penalties, reporting time pay, split shifts, and overtime requirements.
- Administer Paylocity payroll, HRIS, and time and labor functions, ensuring accurate field timekeeping and job-based hours.
- Manage HR administration activities including onboarding, status changes, terminations, employee records, benefits coordination, and employee inquiries.
- Prepare payroll reports, support certified payroll and prevailing wage reporting, reconcile payroll with accounting and job costing data, and assist with audits.
