PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Department of Correction facility or district this class is accountable for independently performing a full range of tasks and/or acting as a working supervisor for inmates in the repair, maintenance and installation of various electronic security systems and equipment.

EXAMPLES OF DUTIES

Performs technical duties in installation, maintenance, repair and testing of highly technical security surveillance and life safety and alarm systems and communication equipment; Fabricates special electronic devices and systems as needed; Uses a variety of testing/measuring equipment and data to locate electronic malfunctions, diagnose, troubleshoot and repair systems and equipment; Trains, instructs and supervises inmates assigned to an electronics repair shop in repair, calibration and testing of electronic equipment and systems such as television cameras and monitors, telecommunication receivers and transmitters including AM and AM-FM radios and inter-institution telephone and public address equipment; Acts as a liaison with outside vendors for purposes of ordering parts, troubleshooting problems and researching solutions to technical problems; Maintains inventory of replacement parts; May inspect and/or test fire alarm equipment to comply with Connecticut’s State Fire Prevention Code and State Fire Safety Code to ensure system integrity; Performs daily key and tool control counts; Keeps accurate and detailed records and makes necessary reports; Works with Correctional Locksmiths and Correctional General Maintenance Officers on work assignment basis; Maintains custody, evaluates performance of and disciplines inmates assigned to work areas; May perform supplemental duties related to other trade disciplines based on experience, knowledge, skills and agency needs; May physically restrain inmates, quell disturbances and otherwise assist security forces in emergencies; May be required to operate a motor vehicle; Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of concepts and principles of electronics; maintenance, installation and servicing of electronic security systems and equipment; specialized test equipment used in servicing of electronic equipment; materials, methods, tools and equipment involved in electronic repair and installation work; Skills interpersonal skills; oral and written communication skills; Considerable ability to quickly and accurately analyze extent and cause of electronic malfunctions; Ability to read and interpret schematic diagrams and instruction manuals; operate and interpret computerized and automated control systems; maintain records and prepare reports; instruct inmates in techniques and skills of electronics maintenance; perform under stress and remain stable in pressure situations; Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in electronics repair.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the highly skilled level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in electronics may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of two (2) years for an Associate’s degree. Graduation from a vocational or technical school with a certificate in electronics may be substituted for one (1) year of the General Experience. Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General and Special Experience on a year-for-year basis.

SPECIAL REQUIREMENTS

Incumbents in this class must have reached their 18th birthday. Incumbents in this class are required to possess a high school diploma or General Educational Development (GED) certification at the time of appointment. Incumbents in this class may be required to successfully complete a formal training course in correctional work to develop the knowledge, skills and abilities to successfully perform the duties of the class. Incumbents in this class may be required to respond to after-hour emergencies as requested by facility supervisors. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. Incumbents in this class may be required to travel.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all duties of the class. A comprehensive medical examination, including a controlled substance screening, will be required of all applications upon a conditional offer of employment.

WORKING CONDITIONS

Incumbents in this class may be exposed to danger of injury or assault by inmates and to the danger and discomfort of working with electrical equipment. Conclusion
