Duties & Responsibilities Purpose of Position Under direction, develops, plans, coordinates and monitors professional and medical aspects related to the delivery of health care services and ensures the maintenance and attainment of quality care, as required under federal, state and local legislation. In collaboration with appropriate leadership, formulates and evaluates programs and projects of the Office and supervises the functional programming activities directed toward accomplishing departmental objectives. Essential Duties And Responsibilities Formulates and develops methods and procedures for monitoring, evaluating, implementing and operating health care programs and services in assigned areas of responsibility to ensure attainment of quality care and to meet mandated legislative and administrative standards. Monitors and coordinates the review processes of assigned health care programs to determine if programs are meeting the health care needs, objectives and goals established by the Department. Coordinates functional activities of a Department and maintains liaison with internal and external sources. Reviews experimental models and design for health care delivery systems to ensure delivery of quality care standards. Provides guidance to health care settings for establishment and maintenance of utilization review, quality assurance and discharge planning programs, which comply with state, federal and The Joint Commission requirements and counsels to resolve operational issues. Reviews city, state and federal regulations relating to compliance and advises personnel on compliance improvement for health care programs. Designs and/or reviews performance audits and makes recommendations to improve effectiveness and assess quality standards of health care delivery. Provides advisory and consultative services to System, health care settings and their staff, as needed, on matters affecting health care programs, standards, and services. Advises Director and/or other appropriate leadership on policy and procedural changes, utilization and development of staff, implementation of productivity goals, and makes recommendations for improvements in the design of assigned health care programs. Participates in meetings, may plan conferences, seminars with health care groups, medical and professional health care organizations and health care setting medical authorities related to special medical programs, health care standards and practices. Supervises staff assigned to departmental activities or units and provides professional and administrative direction. Minimum Qualifications Master’s degree from an accredited college or university in Hospital, Health, Public or Business Administration, Healthcare Management, Public Health or a related discipline; and four (4) years of full-time, paid progressively responsible experience in hospital administration with an emphasis on the development and evaluation of health care delivery services; or Bachelor’s degree from an accredited college or university in disciplines, as listed in #1 above; and five (5) years of full-time, paid experience, as described in #1 above. Department Preferences Unit Specific Ability to work independently with minimal direct supervision. Able to schedule the staff and provide appropriate coverage to maintain daily pharmacy coverage. Exercises sound judgment when managing drug inventory (ordering, receiving and related record keeping). Able to manage Omnicell inventory management system, and TempTrak refrigerator/freezer monitoring system. Schedule Pharmacy staff. Manage TempTrak refrigerator/freezer monitoring system. Facilitates the development, implementation and maintenance of processes to improve Pharmacy stock room operations Supervises support staff. Orients new staff members. Ability to set priorities, make decisions, and respond quickly to inquiries from pharmacy supervisors or auditors. Must have knowledge of the 340B Drug Program and its requirements. Maintains accurate shelf and item labels in all Pharmacy drug storage locations. Prepares/ interpret inventory related reports, including but not limited to vendors and Omnicell. Verifies orders received from vendors and quarantines incorrect, expired and damaged items for return. Assists with the development and implementation of procurement operating policies. Assists in identifying trends in drug use and high cost items and communicates trends to leadership. Advises procurement supervisors on procedural changes, utilization and development of staff, implementation of productivity goals and makes recommendations for improvements in inventory management processes. Assist with the preparation and duration of regulatory audits. Performs physical inventories as required. Monitors and notifies pharmacy staff of drug shortages and drug recalls. Assists with returning expired medications utilizing Reverse Distributor. Able to handle frequent interruptions and adapt to changes in workload and work schedule. Ensure support staff compliance with regulatory agency and hospital rules and regulations. Responsible for communicating with the procurement team needs for maintaining adequate quantities of medication in the Pharmacy stock room. Coordinates the receiving, checking in, and proper storage of pharmaceuticals and supplies from vendors, in conjunction procurement staff. Responsible for ensuring compliance with cooperate wide Bar Code Medication Administration policy as it related to pharmacy.
