Purpose of the Position The Grant Manager oversees the lifecycle of grants for the Habematolel Pomo of Upper Lake, ensuring smooth operations and regulatory compliance. This role manages grant administration and finances, including fund management, program reviews, and financial reporting. Responsibilities include preparing grant reports, reviewing proposals and contracts, reconciling transactions, and providing reports to program managers. The Grant Manager ensures legal compliance and adherence to best practices in grant administration. Essential Duties and Key Responsibilities Provide financial oversight for the administration of grant funds, including routine monitoring, preparing grant budgets, budget amendments, budget change forms, and related documents. Manage Grant Writer to ensure Tribe is submitting grant applications timely. Assist and collaborate with the Grant Writer in preparing, developing, and submitting grant proposals and renewals. Ensure compliance with all applicable state and federal grant reporting requirements. Assist in accounting for expenditures of grant funds and ensure the completion and submission of required financial reports in accordance with grant guidelines. Develop and maintain a matrix management process to monitor and track county, state, and federal grants, including reporting requirements, compliance deadlines, and due dates. Analyze transactions, including salaries and wages applied to grants, and verify compliance with allowable costs and applicable regulatory requirements. Notify appropriate personnel of necessary actions, including adjusting journal vouchers. Act as a liaison and meet with staff monthly to provide grant performance reports, including utilization of grant funds, remaining available grant funds (actual vs. budget), and variance analysis explanations. Provide appropriate recommendations. If required by the grant, issue and track reimbursement invoices to the respective granting agency or organization. Prepare monthly performance reports of all grants, utilization, and variance analysis for the Administrators and Executive Council. Research county, state, and federal grant funding opportunities available to the Tribe and key programs, including identifying projects eligible for funding. Interpret and communicate administrative regulations and policies to staff within the Tribe and external agencies. Assist in coordinating and preparing monthly forecasting and annual budget processes. Develop general knowledge in all areas of the Accounting Department. Enter all new contracts into the grants database. Ensure the grants database is up to date with expired or new grants and contracts. Ensure timely entry of grant/contract updates into accounting software to keep budget information current. Enter all grant budgets into the accounting software. Maintain files on all grants in a pre-established format. Ensure all proper forms are obtained for new grants and have appropriate signatures. Prepare and submit required reports in a timely manner. Serve as the primary contact between funding agencies and the Tribe for accounting, budget, and compliance issues. Work with tribal staff to ensure budgets for funding and modifications are current at all times. Assist in grant audits and grant compliance as needed. Perform other duties as assigned. Skills & Abilities Strong analytical and problem-solving skills. Ability to manage multiple tasks and deadlines efficiently. Proficiency in grant management software and accounting systems. Excellent organizational skills and attention to detail. Ability to work independently and as part of a team. Strong interpersonal skills to effectively communicate with internal and external stakeholders. Ability to interpret and apply complex regulations and guidelines. High level of integrity and professionalism. Education and Experience Required: Bachelor’s or master’s degree in accounting or finance. Experience with Office of Management and Budget (OMB) Uniform Grant Guidance and Single Audit Act requirements. Three or more years of experience in grant development, management, and planning. Proficiency in Microsoft Office, particularly Excel. All offers are contingent upon signing a confidentiality agreement and satisfactory completion of drug screening and background checks. Employer observes federal standards for controlled substances. Required to possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier. Preferred: (If applicable) Previous experience working with a Native American sovereign nation. The compensation offered for this position will fall between this range based on the candidate’s level of skills, experience, and education.
