They will be comfortable researching complex issues, developing recommendations, coordinating multiple projects simultaneously, and presenting information clearly to executive leadership.Experience with accreditation, policy administration, strategic planning, records management, organizational performance, public information requests, or local government operations is highly desirable.What You'll Be DoingThe Montgomery County Sheriff's Office is seeking a Program Manager I to provide program-level support for accreditation, policy administration, compliance innovation, and agency-wide improvement initiatives that strengthen the Sheriff's Office's commitment to professional excellence, accountability, and public service.Reporting to executive leadership, the Program Manager I supports the Sheriff's Office's Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation activities, agency-wide policy development process, forms management program, and Maryland Public Information Act (MPIA) requests.Key responsibilities include, but are not limited to: Accreditation Support Coordinate and provide programmatic support for the Sheriff's Office's Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation activities.Maintain accreditation files, standards documentation, and electronic proofs of compliance.Assist with coordinating internal compliance reviews, mock assessments, inspections, and accreditation site visits.Monitor changes to accreditation standards and assist with implementation of compliance requirements.Prepare accreditation reports, compliance updates, and executive briefings.Collaborate with Sheriff's Office divisions to promote continuous compliance with accreditation standards and best practices. Policy Support Coordinate and support the agency-wide policy development, review, revision, publication, and maintenance process.Assist with ensuring agency directives and procedures comply with applicable federal, state, and local laws, County regulations, labor agreements, and accreditation standards.Coordinate policy review timelines and stakeholder input.Maintain the Sheriff's Office electronic policy management system.Research law enforcement best practices and assist with policy recommendations that improve organizational effectiveness. Forms Coordination Develop, revise, standardize, and maintain agency forms and associated documentation.Ensure forms comply with operational, legal, and County requirements.Coordinate approvals, revisions, and version control for agency forms.Recommend process improvements that enhance operational efficiency and consistency. Maryland Public Information Act (MPIA) Coordination Coordinate Maryland Public Information Act (MPIA) requests received by the Sheriff's Office.Work collaboratively with operational units to identify responsive records and supporting documentation.Assist with reviewing records for applicable exemptions and confidentiality requirements.Prepare draft correspondence and responses for review.Maintain tracking systems to ensure requests are processed accurately and within statutory timeframes.Support the Sheriff's Office's commitment to transparency while safeguarding confidential and protected information. Special Projects Manage special projects and assignments on behalf of executive leadership.Prepare executive correspondence, presentations, reports, and briefing materials.Represent the Sheriff's Office on County committees, interagency work groups, and professional organizations as assigned.Perform other related duties as assigned.Minimum Qualifications Experience: Three (3) years of professional experience in program management, public administration, organizational management, law enforcement administration, policy administration, accreditation support, strategic planning, records management, public information administration, budget administration, project management, or a closely related field. Education: Graduation from an accredited college or university with a Bachelor's degree. Equivalency: An equivalent combination of education and experience may be substituted. License: Possession and maintenance of a valid Class C driver's license, or equivalent, from the applicant's state of residence may be required for job-related duties. Please note: The selected applicant will be required to successfully complete a background investigation, physical and a drug/alcohol screen prior to appointment.Preferred Criteria, Interview PreferencesAll Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for an interview.Preference for interviews will be given to applicants with experience in the following:Supporting or coordinating accreditation programs, including CALEA or other professional accreditation standards.Coordinating policy development, review, and administration.Managing document control, records management, or forms coordination programs.Coordinating Maryland Public Information Act (MPIA) or public records requests.Preparing executive reports, presentations, and management analyses.Managing complex projects involving multiple stakeholders.Working in a law enforcement, public safety, criminal justice, or local government environment.Montgomery County BenefitsOur generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.Montgomery County employees are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants who meet all requirements may qualify for forgiveness on the remaining balance on their Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.
