New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
Job Summary
Are you a connector and strategic thinker? Do you have passion for social justice and equity? Join the City of Bellevue as a Diversity, Equity and Inclusion Administrator. You will be a member of the Diversity Advantage Team which includes the Assistant Director of Diversity, Equity, and Inclusion, two DEI Administrators, and the Equity Coordinator in the Human Resources department. This team works internally with departments and leadership, and externally with the public We are looking for candidates who have demonstrated experience serving both internal clients and engaging with the community in a DEI capacity.
Over the years, Bellevue has blossomed into one of the most racially and culturally diverse cities in the state of Washington. The Diversity, Equity, Inclusion Administrator will work within teams to develop, support, implement and champion DEI initiatives within the City and the Bellevue Community. Bellevue's newly-updated Diversity Advantage Plan 2035 and its 41 equity objectives provide the foundation for this work (suggested reading prior to applicants applying for this position). The DEI Administrator works with teams across the organization to guide the integration of DAP 2035 and the city's DEI Core Value into city's operations, culture, policies and services.
Essential Duties and Responsibilities
This position will share the responsibility for implementing the internal and external functions of the Diversity Advantage Team and to serve as catalysts in realizing the 41 equity objectives included in the Diversity Advantage Plan 2035 (DAP 2035). These responsibilities include:
Internal Capacity Building Strategic Implementation & Organizational Capacity BuildingIn collaboration with the Assistant Director of DEI, serve as a primary driver of enterprise-level implementation of DAP 2035 by developing the systems, processes and frameworks that standardize how the organization plans, measures, reviews and reports on DEI progress. Build internal organizational capacity to implement the plan consistently and sustainably across all departments and functions.
Cross-Functional Facilitation & Equity IntegrationConvene and facilitate cross-functional teams to co-design and implement organization-wide approaches to integrating DEI principles into city operations, practices and culture. Partner with staff and leaders at all levels to apply an equity lens to projects, programs and services — identifying potential inequitable impacts and expanding benefits to historically underserved and marginalized communities — in alignment with the city's DEI Core Value and the guiding principles of DAP 2035.
Departmental Strategic Planning SupportProvide hands-on strategic planning guidance, tools and resources to City departments as they develop and implement Short-term Equity Plans that define near-term priorities for operationalizing DAP 2035. Support departments in translating organization-wide DEI goals into concrete, actionable departmental commitments.
Training & EducationDesign and deliver DEI training and education curriculum for staff across all levels of the organization to deepen understanding of core DEI principles and strengthen staff capacity to apply those principles meaningfully to their day-to-day work and areas of responsibility.
Data-Driven Priority ManagementStrategically leverage quantitative and qualitative data, including community engagement data, to inform and shape enterprise DEI priorities. Ensure the organization remains responsive to emerging equity challenges and opportunities and uses data to drive continuous improvement in DEI outcomes.
Performance Management & ReportingSupport internal and external reporting on DAP 2035 progress. Guide the organization through regular performance review cycles, ensuring accountability mechanisms are in place and that reporting practices reflect a rigorous, data-informed approach to continuous improvement and strategic alignment.
Public Outreach and Community Engagement Citywide Engagement Standards & Equity-Centered PracticeCollaborate with the city's Enhancing Community Engagement team to support the development and implementation of citywide community engagement standards and best practices. Ensure that engagement approaches are consistent, meaningful and equitable across the organization, and that they reflect the full diversity of Bellevue's communities.
Community Relationship Building & AdvocacyCultivate strong, trusting and mutually beneficial relationships with historically underrepresented communities and community-based organizations. Serve as an informed and persistent advocate for community needs across the organization, strengthening the city's ability to identify, understand and respond to those needs in ways that are timely, relevant and grounded in authentic partnership.
Community-Centered Engagement & Planning ProcessesDesign and lead community engagement and planning processes that meaningfully bridge the priorities and lived experiences of underrepresented communities with city decision-making. Ensure these processes create genuine opportunities for community voice to shape outcomes, not simply inform them.
Tribal Engagement StrategyDevelop and lead the city's Tribal Engagement strategy, building and sustaining a respectful, government-to-government relationship that honors tribal sovereignty and reflects the city's commitment to meaningful partnership with Indigenous communities.
DEI Public Communications StrategyIn collaboration with the Deputy Director of Communications, lead the city's public-facing communications strategy on diversity, equity and inclusion.
Bellevue Diversity Advisory Network (BDAN)Staff the Bellevue Diversity Advisory Network, whose members provide counsel to the City Manager on serving, communicating and collaborating with Bellevue's diverse community. Support the Network's effectiveness by facilitating productive dialogue, providing relevant data and context, and ensuring that community perspectives surfaced through BDAN are elevated and acted upon across the organization.
Qualifications
Education and Experience
- Bachelor's degree in cultural studies, public administration, political science, communications, English, social studies, non-profit management, public relations or a related field from an accredited institution.
- Five or more years of professional-level experience in implementing DEI strategy and initiatives, project management, facilitation and engaging diverse communities
- Three or more years of professional related experience in adult training and education, strategic planning and performance management, and organizational development
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities
- A strong commitment to purpose and knowledge on principles around Diversity, Equity, and Inclusion and ability to apply that knowledge to a variety of topics.
- Exceptional knowledge of equity and transformative outreach practices to ensure inclusive, equitable and broad public participation, especially with historically underserved communities.
- Demonstrated success in providing comprehensive oversight over multiple overlapping projects, including managing team member roles and responsibilities, project milestones and deadlines and budget.
- Expert facilitation of cross-functional teams and groups and the ability to help groups with differing backgrounds and interests align to shared goals, purpose and strategies.
- Knowledge of performance management and continuous improvement processes.
- Experience applying change management principles to guide teams and organizations through significant changes to practices, policies and culture.
- Demonstrated experience in strategic planning.
- Strong ability to collaborate and partner across diverse people and groups to accomplish shared objectives.
- Effective speaking, writing and communication skills that convey an understanding of the unique needs of different audiences.
- Strong demonstration of emotional intelligence to be able to act compassionately, objectively and tactfully in difficult situations.
- Establish and maintain effective working relationships with city and community leadership.
- Technologically savvy and has demonstrated excellent working knowledge of Word, Excel, PowerPoint, and virtual platforms such as MS Teams. Experience with PowerBI preferred.
