Human Resources Manager

Reports To: General Manager Location: Houston, TX Work Arrangement: In-office, 5 days per week Compensation: $90,000 - $95,000 base salary, plus benefits About the Role We are partnering with a growing architecture, engineering, and construction organization seeking a Human Resources Manager to build, lead, and scale a standalone HR function. This is a foundational role for a hands‑on HR leader who enjoys creating structure, improving processes, and partnering directly with leadership. The Human Resources Manager will be responsible for developing HR systems, policies, programs, and infrastructure that support continued company growth across multiple locations. This is not a maintenance role. It is a build‑and‑operate opportunity for someone who wants to make a lasting impact. Key Responsibilities Build and Lead the HR Function The Human Resources Manager will establish and manage a standalone HR department while serving as the primary HR advisor to executives, department heads, and employees. This person will partner closely with leadership to align HR strategy with business objectives, growth plans, and workforce needs. HR Systems and Infrastructure This role will evaluate and optimize the organization’s current HRIS platform, GOCO, and recommend enhancements or replacements as needed. The Human Resources Manager will also lead the implementation of a Learning Management System and standardize HR processes, policies, workflows, and documentation across the organization. Talent, Training, and Performance Management The Human Resources Manager will redesign and improve job descriptions, departmental KPIs, and performance management processes. This person will support workforce planning, help ensure the right talent is in place to meet business demands, and partner with department leaders to identify skill gaps, define training needs, and create role‑specific development paths. This role will also manage training plans across all departments, track certifications, continuing education requirements, and training completion, and coordinate learning delivery through the LMS once implemented. Compensation, Benefits, and Incentives This person will analyze and improve the current benefits structure, conduct salary benchmarking and compensation banding analysis, and partner with leadership to design and implement a company‑wide bonus structure. HR Operations The Human Resources Manager will oversee core HR operations, including: Processing and auditing weekly and bi‑weekly timesheets Ensuring proper project and cost code allocation before payroll submission Coordinating with the external payroll provider on timesheets, deductions, and payroll processing Administering benefits enrollment, life events, deductions, COBRA, and invoice reconciliation Managing PTO policies, accruals, requests, balances, and reconciliation across the U.S. and international workforce Coordinating background checks and drug screening for new hires Managing I‑9 verification, E‑Verify enrollment, compliance documentation, and reverification schedules Administering 401(k) plan operations, including payroll feeds, employee elections, employer match, annual nondiscrimination testing, and Form 5500 coordination Coordinating annual workers’ compensation renewal, payroll audits, classification codes, experience modifier, and certificates of insurance Compliance and Policy Development This role will update and modernize the U.S. employee handbook, ensure compliance with applicable labor laws and HR best practices, and support regulatory standards important to construction environments. The Human Resources Manager will also partner with construction leadership on OSHA compliance, safety training documentation, OSHA 300 and 301 reporting, workers’ compensation coordination, and incident investigation documentation. In addition, this person will help develop an HR framework for international operations by partnering with local office leadership and counsel on labor law and handbook compliance. Employee Experience and Engagement The Human Resources Manager will build structured employee engagement programs, develop recognition and reward systems, and create a consistent, scalable employee experience across locations. Leadership Partnership and Communication This person will lead regular meetings with department heads, align on hiring plans and workforce priorities, and serve as a connector between leadership and employees. Qualifications 5 or more years of HR experience, preferably in construction, engineering, architecture, or a related industry Proven ability to operate independently and build HR processes, systems, or functions Experience with HR systems, including HRIS, LMS, and performance management tools Strong understanding of compensation, benefits, compliance, payroll coordination, and employee relations Bachelor’s degree required SHRM‑CP, SHRM‑SCP, PHR, SPHR, or a master’s degree in Human Resources Management strongly preferred Strong working knowledge of Texas employment law required Bilingual Spanish skills are a plus Experience supporting multi‑location or international employee populations is a plus What We’re Looking For The ideal candidate is a builder who enjoys creating structure from the ground up.
