Role Summary The Estimator 1 supports UIG’s acquisition of profitable heavy civil transportation work by developing accurate, traceable quantities and cost information for assigned bid scopes. The role builds practical understanding of roadway, bridge, grading, drainage, structures, concrete, traffic control, and related infrastructure work while learning how field means and methods translate into labor, equipment, material, subcontract, schedule, and risk assumptions. 3. Role Purpose The Estimator 1 exists to create dependable estimate inputs and organized bid documentation that allow more experienced estimators and Preconstruction leaders to make informed pricing and pursuit decisions. The role strengthens bid accuracy by performing disciplined document review, quantity takeoffs, quote solicitation, cost build-up, and estimate handoff work under defined guidance. 4. Primary Areas of Ownership 1. Bid Document and Scope Review Purpose: Establish a complete understanding of assigned bid requirements so quantities, pricing, exclusions, and documentation are based on the correct scope and latest information Review assigned plans, specifications, proposal documents, special provisions, geotechnical information, addenda, and agency requirements before beginning takeoffs Identify bid items, pay limits, measurement requirements, alternates, allowances, owner-furnished items, and schedule constraints affecting assigned scopes Maintain a current document set and confirm that addenda, revisions, and clarifications are incorporated into assigned estimate work Document scope assumptions, exclusions, conflicts, and missing information in the format required by the estimate lead Prepare focused questions and clarification requests when documents contain gaps, conflicts, or constructability concerns Participate in pre-bid meetings and site visits when assigned and capture information that changes quantities, access, sequencing, production, or risk Performance Expectations Uses the latest bid documents and can trace estimate inputs to the controlling plan, specification, addendum, or written assumption Identifies obvious scope gaps and document conflicts early enough for the estimate team to resolve them before bid review Maintains organized notes and assumptions that another estimator can follow without reconstructing the analysis Completes assigned document review by internal milestones and communicates delays or missing information promptly 2. Quantity Takeoffs and Bid Item Development Purpose: Produce complete and auditable quantities that form a reliable basis for labor, equipment, material, and subcontract pricing Perform quantity takeoffs for assigned roadway, bridge, grading, drainage, structural, concrete, utility, MOT, or related heavy civil scopes Apply the correct units of measure, pay limits, waste factors, conversion factors, and plan dimensions for each quantity Organize takeoff calculations by bid item, location, phase, structure, or work package so quantities can be checked efficiently Reconcile takeoff quantities to proposal schedules, summary sheets, design quantities, and historical project information when available Mark up source documents and retain calculation support in UIG-approved estimating files and systems Revise quantities promptly when addenda, design changes, or estimate review comments affect assigned work Performance Expectations Produces quantities that are complete, mathematically correct, and supported by readable calculations and marked-up source documents Demonstrates decreasing correction rates as assigned scope knowledge and takeoff proficiency increase Explains quantity development and material assumptions clearly during estimate checks and reviews Completes takeoffs in time to support quote solicitation, cost build-up, and internal bid review milestones 3. Cost Build-Up and Production Assumptions Purpose: Translate quantities into realistic direct-cost inputs that reflect UIG’s planned crews, equipment, materials, and field execution approach Build labor, equipment, material, and subcontract cost components for assigned scopes using approved rates and estimating conventions Apply defined production rates, crew compositions, equipment spreads, shifts, work calendars, and duration assumptions under guidance Coordinate with experienced estimators and operations personnel to understand how access, staging, traffic, weather, utilities, and sequencing affect production Include appropriate freight, waste, testing, temporary work, small tools, consumables, and other scope-specific costs identified during review Enter estimate data accurately into UIG-approved estimating and takeoff systems using the required cost-code and bid-item structure Document the source and rationale for nonstandard production rates, pricing inputs, or allowances Performance Expectations Builds assigned costs that reconcile to quantities and contain the expected labor, equipment, material, and subcontract components Uses approved rates and estimate structures without unexplained overrides or unsupported assumptions Recognizes when field conditions or construction sequence require input beyond the employee’s current authority and escalates appropriately Corrects estimate review comments promptly and demonstrates understanding of why the change was required 4. Subcontractor and Supplier Coordination Purpose: Obtain timely, comparable, and scope-complete market pricing for work and materials that UIG may purchase or subcontract Prepare solicitation lists and distribute bid documents, scope information, due dates, and quote requirements to assigned subcontractors and suppliers Follow up with bidders to confirm participation and identify coverage gaps before quote deadlines Receive, log, and organize quotes so the estimate team can identify the current proposal and supporting qualifications Compare quotes to plans, specifications, bid items, and defined scope requirements to identify omissions, exclusions, and inconsistent assumptions Prepare quote comparison information for review by the estimate lead without making commitments to vendors or subcontractors Support DBE and other participation tracking requirements by maintaining accurate solicitation and response documentation Performance Expectations Achieves assigned quote coverage milestones and raises coverage concerns early enough for corrective action Maintains complete quote files with clear scope notes, exclusions, alternates, and follow-up items Identifies obvious apples-to-oranges differences before pricing is carried into the estimate Communicates professionally and accurately with subcontractors and suppliers without disclosing restricted bid information 5. Bid Review and Submission Support Purpose: Provide accurate, timely estimate information and documentation so UIG can complete disciplined internal reviews and compliant bid submissions Prepare assigned scope summaries, quantity checks, cost details, assumptions, quote comparisons, and open-item lists for estimate reviews Participate in estimate check meetings and explain the basis of assigned quantities, pricing, production, and scope decisions Incorporate approved review changes while maintaining traceability to the original input and decision Validate assigned bid items, unit prices, totals, and supporting documents before final estimate lock Support bid-day activities by tracking late quotes, confirming revisions, and providing accurate information to the estimate lead Complete assigned proposal forms, backup documentation, and compliance checks under direction Performance Expectations Arrives at reviews with assigned work complete, organized, and ready for challenge Provides consistent answers that align with the estimate file and flags uncertainty rather than guessing Implements approved changes without creating quantity, pricing, or version-control errors Meets final bid milestones and maintains focus and accuracy during compressed bid-day conditions 6. Operations Collaboration and Estimate Handoff Purpose: Connect estimate assumptions to practical project execution and preserve the information operations needs to start awarded work effectively Request field input on production, crew sizing, equipment, access, temporary work, sequencing, and constructability for assigned scopes Incorporate approved operations feedback into quantities, production assumptions, and estimate notes Organize assigned estimate backup, quote information, assumptions, risks, and clarifications for turnover to the project team Participate in estimate handoff meetings and explain assigned scope decisions and unresolved items Respond to post-award questions within assigned knowledge and coordinate unresolved issues with the estimate lead Visit active projects when assigned to compare estimated means, methods, quantities, and production with actual field execution Performance Expectations Uses field input before final pricing when assigned assumptions could materially affect cost or schedule Provides handoff information that is complete, readable, and consistent with the final estimate Communicates estimate limitations and unresolved risks without overstating certainty Connects project observations and feedback to specific improvements in later estimates 7. Estimate Records, Feedback, and Technical Development Purpose: Protect UIG’s estimating knowledge and build the employee’s capability through disciplined documentation, feedback, and exposure to actual project results Maintain assigned estimate files, takeoffs, quotes, assumptions, correspondence, and review changes in the required folder and system structure Support estimate archiving so final bid information can be retrieved for handoff, audit, change pricing, and future pursuits Update assigned cost, production, vendor, and historical information when directed and supported by validated source data Participate in estimate-versus-actual and lessons-learned reviews and record relevant findings Seek feedback on takeoffs, cost build-ups, scope interpretation, and bid execution and apply it to subsequent assignments Develop working knowledge across additional heavy civil scopes through project visits, cross-training, and progressively more complex estimate assignments Performance Expectations Maintains estimate files that are current, accessible, and understandable to other authorized team members Uses validated information rather than personal memory when updating rates, production assumptions, or historical references Shows measurable improvement in accuracy, independence, and scope breadth across successive estimates Completes development assignments and demonstrates the new capability in actual estimating work 6.
