The Mississippi Department of Transportation (MDOT) is recruiting for a Program Specialist Team Leader position located in Hinds County, Mississippi. This position is assigned to the Contract Administration Division. This multifaceted position is responsible for supporting contract administration activities related to monthly lettings, contractor estimates, government estimates, contract processing, and special projects.

Duties include participating in pre-letting and pre-construction meetings, assisting with the letting process, processing monthly contractor progress estimates, reviewing final contractor estimates for payment, and publishing online letting information. The incumbent will review and evaluate monthly contractor progress estimates for accuracy, communicate with Project Engineers regarding estimate requirements, assist with estimate processes, and communicate with contractors regarding required documentation and payments. This position is also responsible for generating and uploading government estimates, creating government estimates for distribution to MDOT divisions, entering contracts into the State's Mississippi Accountability System for Government Information and Collaboration (MAGIC), and coordinating with the Financial Management and Programming Divisions regarding project funding and total project costs.

Additional responsibilities include maintaining Contract Administration standard operating procedures (SOPs) and rules documents, supporting project activation in the American Association of State Highway and Transportation Officials software system (AASHTOWare) and SiteManager, and assisting with various other tasks within the Contract Administration Division as needed. The position requires strong organizational, analytical, mathematical, problem-solving, and time management skills. The successful candidate should be detail-oriented, able to manage multiple priorities independently, and comfortable working both individually and as part of a team. Strong verbal and written communication skills are essential, as the incumbent will regularly communicate with MDOT divisions, field office personnel, Project Engineers, contractors, and other stakeholders. Systems used may include SiteManager, AASHTOWare, the Financial Management System (FMS), MAGIC, Microsoft Office, and other related systems. Experience with Microsoft Office products is preferred.

Ideal candidates for this job should possess strong organizational skills, analytical skills, and a trained eye for detail. Excellent verbal and written communication skills are necessary as the candidate will frequently communicate with other MDOT divisions, field office personnel, and contractor representatives. Typically requires a bachelor's degree and five (5) to seven (7) years of relevant experience. Preferred experience includes the use of transportation, contract administration, financial management, or project management systems, including SiteManager, American Association of State Highway and Transportation Officials software system (AASHTOWare), Financial Management System (FMS), and Mississippi Accountability System for Government Information and Collaboration (MAGIC). Experience using Microsoft Office products is also preferred.
