Lead Business Analyst

Short Description 11-15 years of experience. Business Analyst with proven professional experience in capture, verify and manage requirements and requirements traceability in support of product development, test and delivery. Position Overview Employment type: Contract w2/1099/C2C Responsibilities Capture, verify and manage requirements and traceability to support product development, testing, and delivery. Develop requirements, workflow and system analysis. Work with business stakeholders and users to develop software requirements and specifications for current system enhancements, new functionality and new projects for use by customers. Analyze, design and evaluate computer systems to address business requirements. Establish functional, non‑functional and performance specifications. Develop effective guidelines and ensure all project documentation meets established standards. Conduct business and technical presentations for the customer. Provide innovative solutions to complex technical problems. Understand and communicate government policies and regulations, operational mission and goals for assigned programs. Collaborate with developers and QA to ensure requirements are met and enhance functionality. Attend required training. Perform backup support outside of the primary position function as assigned. Implement and manage business‑aligned IT services ensuring the application platform is high‑quality, defect‑free and adheres to industry standards for development, testing and deployment methodologies. Ensure the application remains secure and defect‑free; work with QA to maintain quality. Use monitoring and performance analysis tools to troubleshoot application performance issues. Create and update system and process documentation, user guides, ER diagrams, SOPs and Visio network design drawings. Provide strategic advice to leadership and customers of the OIS. Plan, research and recommend new equipment, software tools and related technologies. Other duties as assigned. Qualifications & Experience Bachelor’s degree in Information Technology or related field or equivalent experience. Minimum 15 years of experience as Business Analyst or Business Data Analyst, including capture, verification and management of requirements. At least five years of experience in software requirements analysis and documentation. Strong analytical, time‑management and detail‑oriented skills; excellent written and verbal communication. Demonstrated ability to facilitate meetings, elicit and translate requirements into documentation. Experience with Microsoft Office tools (Word, Excel, PowerPoint) and modeling tools such as Visio and Balsamic. Proficiency with requirements management tools such as Contour or Jira. Experience with Agile and SDLC methodologies (including Scrum). Experience in business process analysis, redesign, workflows and complex logic. Experience with web‑based case management, user portal or data capture applications for human services. Excellent writing, communication, presentation, interpersonal and cross‑functional collaboration skills. Adaptable, analytical, goal‑oriented, self‑start­er. Additional skills: monitoring and performance analysis tools, design of system diagrams, SOP creation, release notes, process analysis.
