You will serve as a Program Analyst in the Military Personnel and Analyses Directorate of ASSTSECNAV MANPOWER & RESERVE AFFAIRS (M-RA) WASHINGTON DC.

Duties

Help

• You will develop and interpret military personnel policy, analyze DON strategy and policy recommendations, develop goals and milestones for the accomplishment of new initiatives, and monitor and oversee assigned policies and programs.
• You will respond to inquiries and prepare products to Congress, field activities, special interest groups, and federal, state and local agencies on policy formulation and interpretation, program statistical data, status updates and funding issues.
• You will analyze and evaluate policy, programs and budget for the DON Secretariat, provide advice to senior leadership on manpower and personnel policies and objectives, and ensure the effective and efficient implementation of personnel programs.
• You will provide technical and analytical advice and support in portfolio responsibilities, manage the research and analysis portfolio, and implement studies to inform short and long-term military manpower and personnel policies and objectives.
• You will design and execute research and analyses affecting the Navy and Marine Corps, build and use models to address issues/problem areas in military personnel policy, and plan, organize and lead others in carrying out complex research activities.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience providing technical advice on military personnel rules and regulations.
• Experience developing military personnel policies and procedures.
• Experience interpreting military personnel policies and procedures.
• Experience analyzing and evaluating military personnel policy for an organization.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Military Spouse Preference applicants will receive priority consideration at the Full Performance Level (FPL) and if determined to be Best Qualified at the FPL, and selected, must be placed at the FPL. A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.
