Job Summary Under the direction of the Project Director, the Senior Principal Project Manager Yards & Facilities is responsible for managing large complex capital projects (more than $250M), related to railyard and facility upgrades and modifications. Essential Functions Develop and implement project plans, schedules and budgets consistent with operational needs and budget allowances and oversee bid negotiations and consultant relationships. Manage and monitor project schedules, progress and costs; maintain, adjust and update project plans as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to participants and stakeholders. Ensure project progress by measuring variance in scope, schedule, cost and quality from the respective baselines and taking necessary action to address deviations. Identify, document and lead evaluation of changes based on cost, schedule, risk and scope impacts as well as cross‑functional dependencies; ensure appropriate packaging of relevant information to support project change and governance decision processes. Mentor and coach junior level project management staff and matrixed team members and provide guidance on adherence to the Project Management practices. Provide financial project performance and forecasting reports to senior executives and government regulators; identify and evaluate the risks associated with project activities and work across organizations to establish and monitor mitigation plans. Establish appropriate project governance structures and processes by engaging executive sponsors and key stakeholders. Establish collaborative partnerships among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations. Identify efficiencies and present recommended improvement opportunities at various levels of management; adhere to Amtrak Enterprise Project Management methodology and standards. Build and maintain external relationships to provide effective communication of capital program status and accomplished goals and objectives. Develop, administer and approve the budget for assigned projects; approve forecasts of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate. Represent Amtrak at meetings and conferences with elected and public officials, community members, private citizens and public and private organizations. Analyze challenges, problems and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices. Maintain a teamwork environment within all peers as well as the engineering department’s internal customers. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of project management in public transportation. Effectively contribute to a safe and secure work environment for employees and travel experience for customers. Demonstrate necessary leadership to support a zero incident and injury culture within Amtrak. Minimum Qualifications Bachelor’s degree required or an equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Extremely relevant experience: 9 years of prior experience in overseeing scope, schedule and budget of capital improvement and maintenance programs. Experience collaborating with geographically dispersed groups of individuals. Experience demonstrating strong interdepartmental leadership with the ability to identify problems and develop and implement solutions. Preferred Qualifications Experience with or working knowledge of facility design and construction as well as railroad operations and infrastructure. 11 or more years of relevant experience. Project management experience on mega railroad projects. Demonstrated ability to manage multiple priorities under tight constraints. Ability to coordinate efforts with other technical disciplines and knowledge of scheduling, budgeting and estimating; Licensed Design Professional. Understanding of railroad business functions, operations and design and construction processes. Experience developing and negotiating contract terms and conditions for services, construction, engineering, materials, equipment and rail industry contracts. Experience in work change and claims evaluation and negotiation. Experience creating contract packages and interfacing with multiple disciplines. Experience working with government contracts, federal and state agencies such as the Federal Railroad Administration (FRA), Federal Transportation Agency (FTA) and Department of Transportation (DOT). Certified Construction Manager (CCM) and Program Management Professional (PMP) preferred. Knowledge, Skills, And Abilities Excellent communication and interpersonal skills proven to engage and retain positive working relationships within project and build strong relationships with project partners. Strong skills to identify, track and manage project risk, own project budget and monitor project financial performance. Aptitude for having difficult and challenging discussions in environments where opinions on commercial matters may not align. Proven knowledge and ability to analyze and interpret financial documentation to identify and mitigate project risk. Environmental Conditions/Physical Demands Combination of office building and jobsite environment. Work in cubicle setting; stand, sit, bend, twist, use file drawers. Sit at computer to complete assignments, projects, and majority of tasks. Ability to work under pressure. This position allows a hybrid schedule with a minimum of 4 days/week at an Amtrak location.
