Real Estate Valuation Position
Performs responsible professional, technical and administrative work in the valuation of all types of real estate. Handles the discovery, listing and/or valuation of all commercial, industrial, utility and commercial oriented tax-exempt real estate.
Qualifications
Education and Experience: Bachelor's degree from an accredited college or university in Finance, Real Estate, Accounting, Business Administration or a related field plus 5 years of experience in the valuation, appraisal or assessment of income-producing property. Priority consideration will be given to the candidate that possesses the General Certified Appraiser certification with the State of Connecticut, the MAI designation with the Appraisal Institute, and/or a CAE designation from the International Association of Assessing Officers (IAAO), or a comparable designation from another professionally equivalent organization.
Special Necessary Requirements: Certification by the Connecticut Association of Assessing Officers as a Certified Connecticut Municipal Assessor II within the first five years of employment. Completion of courses 1A and 1B within two years.
Qualifications: Extensive knowledge of appraisal methods, techniques and procedures in the assessment and valuation of commercial, residential and personal property. Working knowledge of Connecticut State Statues that govern the assessment of real estate and personal property. Working knowledge of statistical and software applications in a computerized mass appraisal environment and the ability to perform complex mathematical computations and work in a computerized environment. Ability to work independently and use professional judgment in all aspects of commercial real estate valuation. Ability to supervise, develop and set priorities for subordinate staff. Excellent communications skills to establish and maintain effective and cooperative working relationships with superiors, subordinates and co-workers as well as with other municipal departments and personnel. Physical ability to perform field inspections of properties including measurement of buildings throughout the Town. Valid driver's license to operate a motor vehicle in the State of Connecticut. Department: Assessor Bargaining Status: LIUNA Salary Range: L-B Job Code: 1791 Date Created: 2003 Last Amended: September 2016 Reports to: Tax Assessor Duties and Responsibilities: Inspection and measurement of buildings, building permit follow-up, permit history research and extraction of vital information from detailed building plans, sales data collection and analysis. Performs and oversees CAMA (Computer Assisted Mass Appraisal) system data entry and valuation. Maintains a system of reporting income and expense information for all commercial property owners in accordance with Connecticut State Statutes including the preparation of prescribed forms for various property types. Provides analytical review of submitted data, reconstruction of same as necessary and data entry of income and expenses in a workable format. Conducts on a daily basis, detailed oversight and quality control functions pertaining to commercial properties, from defining relevant data required and the accuracy of data collection and data entry, to valuation methodology and final value conclusions. Performs discovery, listing, valuation, compilation and analysis of data related to commercial, industrial, utility and commercial oriented tax -exempt real estate. Troubleshoots and responds to questions about or issues with the assessment process from taxpayers, attorneys, or other interested parties. Provides informational support and analysis to the Assessor, the Board of Assessment Appeals (BAA), the Board of Estimate and Taxation (BET) and the Law Department as required in preparation for court testimony, appeals, and settlement negotiations or for general informational purposes. Assumes responsibility for the day-to-day operational management of the Assessor's Office in the absence of the Assessor and Assistant Assessor. Prepares reports utilizing a variety of computer software programs including Microsoft Word and Excel, ArcView/GIS, and Proval (CAMA software). Maintains the commercial sales verification/analysis program including the calculation of indicated capitalization rates, discovery of financing terms and other factors pertinent in defining arm's length transactions and verification of market values. Assists with the state-mandated, five-year revaluation of real estate. Handles updating valuation components, establishing uniform valuation criteria, and data collection methodology and inspection requirements on commercial properties, including overseeing the work required of any contracted revaluation firm. Responsible for Personal Property Appraisal in the discovery, listing and valuation of tangible personal property and leasehold improvements; in conducting or overseeing audits of businesses; and in the processing of personal property declarations. Conducts meetings, and gives direction as necessary, with individuals or groups having questions with the assessment process including taxpayers, tax representatives, attorneys, appraisers, contractors, developers and others. Performs other related duties as required.

All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof. All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position. The Town of Greenwich has implemented a policy of background investigations for all full and part time positions prior to hiring as part of the reference checking procedures for outside candidates. The investigation will only be conducted as the last step prior to an offer. Refusal to sign the release form will terminate the candidate's further consideration.
