ENVIRONMENTAL SPECIALIST III - 64006534
This position requires daily in-office or field work. This position requires you to work on site at one of our facilities located throughout Broward County. Applicants accepted only from Department of Health employees, (includes OPS, Career Service, SES or SMS employees). Applicants will not be accepted from outside of the department. This is an independent professional position. Position will work in various locations requiring travel to perform inspections and investigations of public facilities to ensure compliance of various statutes and protect the health and safety of clients being served. Incumbents use knowledge of various scientific disciplines and may collect, synthesize, study, investigate, report, and take action based on data derived from measurements or observations of air, food, soil, water, and other sources.
Inspects food services facilities regulated by the Department of Health to assure compliance with 64E-11 FAC, biomedical waste facilities to assure proper handling, storing and transporting procedures, tanning, tattoo and body piercing facilities to assure compliance with 64E-17 FAC, 64E-28 FAC, and 64E-19FAC, inspects mobile home and recreational vehicle parks to assure compliance with 64E-15 FAC. Prepares reports and advises on proper standards and regulations. Issues certificates, licenses or permits for regulatory compliance. Inspects Group Care Facilities regulated by the Department of Health to assure compliance with 64E-12 FAC, 6A-2, and/or FBC 468 to protect the health and safety of clients. Prepares reports and advises on proper standards and regulations. Issues certificates, licenses or permits for regulatory compliance. Inspects public swimming pools and bathing places to assure compliance with state water quality, safety and operating standards to protect public health. Activities include permitting, field chemical testing, inspecting water treatment components (pumps, filters, chemical feeders, flow rates, etc.), complaint investigations, consultation, and enforcement. Prepares reports and advises on proper standards and regulations. Issues certificates, licenses or permits for regulatory compliance. Ensures compliance with plans and applications for permitting of proposed projects Assists with training of staff in complaint investigations, public pools, food sanitation, group care, and mobile home/RV park inspections Investigates environmental nuisance complaints relative to solid waste, sewage waste disposal systems, disease vectors, and any other environmentally related threat to public health. Efforts to secure abatement include consulattion, referral, and enforcement. Prepares reports and advises on proper standards and regulations. Participate in in-service training programs and continued education offerings related to the above. Perform other related duties as required.
Knowledge, skills and abilities, including utilization of equipment, required for the position : Knowledge of the inspection process. Knowledge of data collection and analysis principles and procedures. Ability to collect, evaluate, analyze and interpret scientific or technical data. Ability to prepare technical reports. Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs. Ability to understand and follow legislative policy direction as established in Florida Statutes. Ability to deal with the public in a tactful and courteous manner. Ability to work independently. Ability to plan, organize and coordinate work assignments. Skills in effective communication, verbal and written. Ability to establish and maintain effective working relationships with others. Ability to utilize problem-solving techniques. Ability to use personal computers.
MINIMUM QUALIFICATIONS: Current employee of Florida Department of Health employees, (includes OPS, Career Service, SES or SMS employees) Bachelor's degree from accredited four (4) year college or university with a degree in environmental science, environmental health, public health or a physical biological science. Certified as required by FS 381.0101 as an Environmental Health Professional? Chapter 381.0101, F.S. Established Standards for Certification. Recognizes Registered Sanitarians as Certified. 64E-18, F.A.C. Major course work is no less than 30 semester hours or 40 quarter hours of class work. Requires graduation from an accredited 4-year college or university with a degree or major coursework in public health, environmental health, environmental science, or a physical biological science. Previous experience in interpretation of rules, administrative codes and regulations. A valid driver's license, free of major infractions and access to an automobile to be utilized for work purposes and receive reimbursement for mileage. Previous experience conducting inspections of regulated Food Hygiene facilities, Mobile home/RV Parks, Group Care facilities or Public Pools
