Program Manager

ELTA NA is seeking qualified applicants for the position of Program Manager. Location Annapolis Junction, MD Summary We are seeking a proactive and experienced Program Manager to lead and manage federal government contracts and programs. This role is responsible for ensuring contract performance, compliance, stakeholder engagement, and team coordination across one or more government-funded initiatives. The ideal candidate brings a blend of project management expertise, understanding of federal acquisition regulations (FAR), and the ability to communicate effectively with government clients and internal stakeholders. Essential Duties And Responsibilities Oversee the successful delivery of contract requirements, ensuring alignment with cost, schedule, and performance objectives. Serve as the primary point of contact (POC) for the client (Contracting Officer, COR, and other government stakeholders). Ensure day-to-day operations meet contract goals and government expectations. Ensure all program activities comply with contract terms, applicable regulations (FAR/DFARS), and organizational policies. Maintain accurate and timely program documentation and reporting, including deliverables, invoicing, and status reports. Manage contract modifications, task orders, and funding obligations in coordination with contracts and finance teams. Monitor program risks, develop mitigation strategies, and elevate issues when necessary. Oversee program budgets, resource allocation, and cost controls. Support pricing strategies and financial tracking in collaboration with finance teams. Basic Qualifications Bachelor’s degree in Business, Engineering, Management, or a related field; Master’s preferred. 5–10+ years of experience in project/program management, with at least 3 years in federal government contracting. Proven experience managing federal contracts (e.g., DoD, DHS, VA, HHS, etc.). Strong knowledge of FAR/DFARS, contract types (CPFF, FFP, T&M), and compliance requirements. Preferred Qualifications Master’s degree in Business, Engineering, Management, or a related field PMP, PgMP, or DAWIA certification preferred. ELTA – NA is an Equal Opportunity Employer.
