Supervisory Program Manager

Job Summary Department of Employment Services Bureau of Workforce and Federal Programs is seeking a bold and forward-thinking Supervisory Program Manager to serve in a role designed for someone ready to reimagine how workforce systems operate and deliver impact. As the Federal Workforce Bureau’s lead strategist, this position sits at the forefront of designing, piloting, and scaling innovative workforce initiatives that align with both federal priorities and the evolving needs of the District’s labor market. The incumbent will identify emerging trends, translate WIOA and federal policy into actionable program models, and build scalable pathways that connect residents to high-growth, high-wage careers across sectors such as technology, healthcare, skilled trades, the green economy, and AI-driven services. This is an opportunity to not only lead innovation but to define what it looks like in real time. Duties and Responsibilities Develop partnerships with private and non‑profit sectors and coordinate with District workforce development agencies and organizations to deliver workforce development services that are seamless, universal, and customer‑friendly. Identify legal requirements and government reporting regulations affecting workforce development functions. Monitor and direct the preparation of information requested or required for compliance. Approve all information submitted. Act as primary contact with DOL and outside government agencies. Develop regional workforce investment partnerships and interact with representatives from Maryland and Virginia’s workforce development systems to establish and reinforce viable regional approaches to workforce development. Oversee the identification of eligible providers of workforce development services in compliance with WIA regulations, conduct monitoring and oversight of workforce investment programs, and recommend system changes that will improve service quality. Evaluate employees’ work performance. Interview candidates for positions and make recommendations for appointments, status changes, disciplinary actions, separations, and reassignments. Solve problems related to the work supervised. Deal effectively with employees on suggestions, complaints, grievances and other matters involved in day‑to‑day operations of the office. Direct continuing on‑the‑job training and recommend formal training for staff. Approve selections for vacant positions. Make changes in work or assignment of functions to positions to improve workflow and increase productivity and analyze work requirements to determine staff resources, equipment, etc. Keep employees informed of management’s goals and objectives. Qualifications and Education One (1) year of specialized experience that is equivalent to at least the next lower grade level in the normal line of progression for the occupation. Degree from a four‑year college or university and at least five years of supervisory experience preferred. Licenses, Certifications, and Other Requirements None Work Conditions / Environment The work is performed in a normal office setting. Other Significant Facts Tour of Duty: Monday‑Friday 8:30 am–5:00 pm or varies. Operating Status: In‑person reporting, flexible and limited telework options available upon position eligibility and operational needs. Promotion Potential: No known promotion potential. Duration of Appointment: Management Supervisory Service (MSS), At‑will. Positions in the MSS are at the pleasure of the appointing authority and may be terminated at any time with or without cause. Pay Plan, Series and Grade: MS‑0340‑15. Salary: $127,030–$177,839; based on qualifications and funding. Collective Bargaining Unit (Union): This position is not covered by a collective bargaining unit. Position Designation: This position has been designated as security‑sensitive; incumbents shall undergo enhanced suitability screening under Chapter 4 of DC Personnel Regulations, including criminal background checks, background investigations, and mandatory drug and alcohol testing as applicable. Residency Preference: Applicants claiming “Residency Preference” must maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment. Residency Requirement: For positions in the Career, Management Supervisory, or Educational Service at an annual salary of $150,000 or more, you must establish residency in the District of Columbia within 180 days of the effective date of the appointment and continue to maintain residency throughout the duration of the appointment.
