The Senior Manager for the Young Adult Workforce will work with the Director of Work Experience Programs to conceive, strategize, and organize efforts to implement the aims of the Comprehensive Case Management and Employment Program (CCMEP) for youth and young adults in Cuyahoga County in partnership with the members of the Young Adult Workforce Collaborative. The Senior Manager is responsible for cultivating and maintaining relationships with the participating organizations in the Young Adult Workforce Collaborative. The Senior Manager serves as the key communicator with the staff at Greater Cleveland Works and Cuyahoga County Jobs and Family Services regarding the work of the Young Adult Workforce Collaborative and the One Stop. The Senior Manager is directly responsible for the Manager of Comprehensive Case Management and Employment Program (CCMEP) who works with a team to implement program goals. In addition, the Senior Manager will coordinate with colleagues on other teams who have responsibilities to the successful implementation of contracted outcomes.

Essential Functions

• Implement and execute program goals and strategies as defined and directed by the Director of Work Experience Programs.
• Serve as the first point of contact for upper management/executives on program information, progress, and achievement of outcomes.
• Assist Director of Work Experience Programs with development of program budgets and scopes of work. Will be responsible to adhere to budget once its developed.
• Manage and deepen existing Young Adult Workforce Collaborative relationships
• Assist partners with contracting and billing processes in partnership with Y.O.U.'s Manager of Compliance and Finance team.
• Conduct monthly partnership meetings to discuss partnership effectiveness;
• Evaluate community partners to determine ongoing participation in Collaborative programs and services;
• Cultivate, develop and deepen new community partner and employer relationships to enhance the services available through the Young Adult Workforce Collaborative and/or the One Stop;
• Plan, organize, and prioritize partnership strategies to achieve established contract goals and partnership targets;
• Represent and promote programs to all prospective partners to achieve and/or exceed established goals;
• Coordinate working groups representing teams from each Partner Organization to focus on the programmatic goals of the Collaborative (i.e. marketing/outreach, CCMEP Case Conferencing, Best Practices, Learning Circles, etc.)
• Management of One Stop
• Work with the Manager of CCMEP. Ensure the One Stop is properly staffed by Y.O.U. Career Pathway Navigators and Partner Organization staff so that CCMEP programming is available to a large number of recipients on a daily basis.
• Ensure proper processes and systems are set up and followed so that accurate reporting can take place to provide the best data possible about the One Stop activity.
• Collect, analyze, and report participant satisfaction data, and incorporate the feedback into documented continuous improvement efforts at the One Stop and provide to Partners for learning across Collaborative system.
• Collaborate with the Manager of CCMEP to create a comprehensive and engaging orientation presentation and career pathway navigation tools to be used at the One Stop.
• Strategize with the team and then deploy those strategies to engage more people at the One Stop or out in the community.
• Data Management and Reporting:
• Represent the Young Adult Workforce Collaborative to work closely with Greater Cleveland Works and Cuyahoga County Jobs and Family Services to ensure implementation of a high quality, timely and effective program.
• Create Program Reports that provide actionable data to inform program decisions and processes for Greater Cleveland Works, Cuyahoga County Jobs and Family Services, and the Collaborative Partners.
• Work with Manager of CCMEP and other team members to ensure Partner Organizations remain compliant with the CCMEP data requirements as it relates to the State system of record, currently ARIES.
• Manage partnership data tracking out of ARIES and works with Learning, Evaluation and Data department to provide analyses of partnership effectiveness to funders;
• Work with Manager of CCMEP, Compliance Team, and Finance Team to ensure all Partner billing is accurate and work with Manager of CCMEP to address ARIES issues with Partners so billing can process efficiently.
• Ensure CFIS is up to date with all Y.O.U. expenditures so billing can be processed efficiently.
• Ensure database (Salesforce) is updated and accurate.
• Young Adult Employment Programming
• Coordinate with the Director of Employer Partnerships & Engagement and Partner Organizations to ensure proper procedures are created and followed to refer and enroll CCMEP participants in Y.O.U. work experiences.
• Collaborate with Y.O.U. Employment team to help partners successfully implement subsidized work programs in their programming to meet the expected outcomes of the CCMEP contract.
• Coordinate with Manager of Employer Relations to ensure all employer-related processes for the work experiences, including worksite cultivation, employer validation, orientation, job change requests, and ongoing problem solving are followed.
• Ensure the Employer Partnerships Specialist is trained in the processes to create the approved WIOA worksite agreements and get them properly completed according to contracted expectations.
• Coordinate with Director of Employer Partnerships to facilitate the Employment Subcommittee of the Collaborative to help LAUNCH partners work collaboratively to place participants
• Develop and train the team on the communication cycle that needs to be followed in order to properly document the Work Experience service Y.O.U. is providing for the partner organizations in ARIES, identifying the right people to do each part.
• Perform other duties as assigned.

Requirements

Education

• Bachelor's degree in a relevant field (e.g., Social Work, Public or Business Administration) from an accredited college or university preferred.
• An additional 4 years of work experience as detailed below can be substituted in lieu of a bachelor's degree along with an associate degree.
• An additional 8 years of work experience as detailed below can be substituted in lieu of a bachelor's degree. High School Diploma or equivalent required.

Requirements

• Minimum 5 years of experience in program management and operational activities.
• Minimum 3 years of experience leading a working group or team of staff.
• Must have experience working in a non-profit setting.
• Experience using government/public data systems.
• Experience maintaining compliance with publicly funded grants and contracts.
• Must have reliable transportation to travel to/from Y.O.U. offices, partner organizations, schools, etc.
• Must pass a background BCI/FBI check as a condition of employment.
