TJJD - Systems Administrator III - Access Management Specialist (AUS) - Position #56379 Organization: Texas Juvenile Justice Department Primary Location: Austin, Texas – Central Office, George H.W. Bush Building, Suite 13.1400, 1801 N. Congress Ave., Austin 78701 General Description Performs complex (journey-level) systems administration work. Work involves creating, removing and maintaining account permissions and access controls for all the agency’s systems and applications. Ensures the accurate authentication and authorization for end-users based on agency policies and procedures, coordinates access management with external state systems, and facilitates and troubleshoots user access issues. Collaborates with information technology teams located at the agency’s secure correctional facilities, the agency’s Central Office, and other state IT departments. Conducts periodic audits of accounts and access by creating user access reports to ensure compliance with agency policies and procedures. Ensures timely removal or modification of access based upon termination listings, emergency requests and change requests. Escalates any access issues to IT management and/or system owner. Monitors access and user provisioning in the applications enterprise-wide. Assists customers in identifying and troubleshooting IT system access issues and routinely makes decisions to resolve operational concerns and minimize disruption of service. Coordinates with internal and external IT groups to provide solutions to access management issues. Provides instruction, problem resolution, and follow-up. May train staff on procedures and problem resolution. Creates and/or reviews access reports to research service requests or issues. Provides updated user listings periodically for review or upon request by IT management or systems owners. Configures and executes automated onboarding/offboarding routines using scripting and other automated tools. Identifies and mitigates risks identified through internal and external audits. Assists in the creation and reviewing processes, policies, and standards as they relate to the access and provisioning principles. Provides recommendations to IT and HR management on areas of improvement for efficient and effective account management processes. Assists with defining and managing the roles and access privileges of individual network entities, users, and devices to a variety of applications to prevent unauthorized access. Performs a variety of related duties not listed, to be determined and assigned as needed. Reports safety hazards and corrects hazards when possible. Actively embodies and supports the Texas Model by demonstrating its core values in daily tasks and interactions with others. Qualifications Minimum Qualifications Bachelor’s degree. Three (3) years of full-time wage-earning experience supporting software applications, and troubleshooting PC problems or related tasks. OR High School Diploma or equivalent. Seven (7) years of full-time wage-earning experience troubleshooting PC problems or related tasks. Preferred Qualifications Bachelor’s degree in information technology, computer sciences, computer engineering or other related field. Experience with file share systems, web-based application access management, virtual private network (VPN) access, Active Directory, Identity and Access Management (IAM), and enterprise resource planning (ERP) systems. Certifications in Microsoft Certified Professional (MCP), Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Solutions Expert (MCSE), Microsoft Certified Solutions Associate (MCSA), or other related CyberSecurity certification. Experience using PowerShell, Active Directory, or identity and access management system tools. Two years of IT customer service experience. Experience working for a state criminal justice agency. Experience with relevant regulatory IT security requirements, such CJIS, HIPPA, and FERPA. Experience and Education Substitutions One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Knowledge & Skills Knowledge of operating systems, protocols, and network diagnostic methods. Knowledge of personal computer hardware and software configuration and troubleshooting Knowledge of operating systems and applications Knowledge of identity and access management Knowledge of computer programming and architecture of scripting languages Knowledge of internet security administration Skill in Microsoft Office including: Word, Excel, PowerPoint, Outlook and Teams. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems Skill in solving problems Skill in scheduling, testing, installing, and implementing system software Skill in troubleshooting computer systems Skill in active directory. Ability to work in excess of 40 hours per workweek, and be on call. Ability to travel to statewide agency locations for up to 100 hours per year. Travel may include overnight stays, depending on location and operational needs.
