Family CARE Specialist

Description

Child Action is a private, non-profit corporation created in 1976 to promote the education and social welfare of children and families and to advocate on their behalf. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support.

We are seeking individuals who are highly organized, have the ability to multi-task, provide excellent customer service, have good problem-solving skills, and have the ability to understand the challenges facing families from a variety of ethnic and economic communities.

Position Purpose & Scope:

Under the general supervision of the Program Supervisor, the Family CARE Specialist is responsible for providing client-centered eligibility determination, recertification, and ongoing case maintenance services for families receiving child care subsidies. This role ensures compliance with federal, state, and agency regulations while supporting families and providers through accurate case management, documentation, and communication.

Typical Duties:
  • Perform routine recertifications and case updates under supervision.
  • Review documentation for completeness and accuracy.
  • Enter case information into CATS and maintain organized case files.
  • Develop skills and knowledge to manage complex eligibility, compliance, or client issues.
  • Develop working knowledge of subsidy regulations, policies, and procedures.
  • Conduct eligibility determinations, recertifications, and changes in need in compliance with program regulations.
  • Interview families and verify documentation related to income, need, family size, and eligibility factors.
  • Maintain accurate and timely case documentation in CATS and related systems.
  • Manage assigned caseloads and monitor deadlines using tracking systems and ticklers.
  • Communicate with families, providers, and partner agencies regarding eligibility, attendance, and program requirements.
  • Process case updates, follow-up actions, and required verifications within established timelines.
  • Apply confidentiality, professional judgment, and culturally responsive practices in all interactions.
  • Participate in Worker-of-the-Day coverage, meetings, trainings, and assigned projects.
  • Must meet the minimum performance standards for the CARE Specialist as referenced in the training materials.
  • Collaborate with Enrollment, Payments, Case Management, and external partners to resolve case issues.
  • Ensure all case activities comply with CDSS, CCDBG, and Child Action policies.
  • Identify and report compliance concerns or error trends.
  • Support fraud prevention efforts through accurate verification and documentation.
  • Maintain accurate case records and data entry in CATS and related systems.
  • Access and verify information through county systems, as authorized.
  • Assist with testing or implementation of system or process improvements, as assigned.
  • Provide respectful, solution-focused service to families and providers.
  • Diffuse difficult client situations using professional judgment and communication skills.
  • Work collaboratively with internal units to ensure continuity of services and payments.
Requirements

Education & Experience:
  • Associate degree or higher
  • Two (2) years of administrative, customer service, or case-related experience.
Qualifications, Knowledge, Abilities:
  • Knowledge of child care subsidy regulations and eligibility requirements.
  • Proficiency with Microsoft Office and case management systems (e.g., CATS).
  • Strong analytical, organizational, and time management skills.
  • Ability to exercise sound judgment and maintain confidentiality.
  • Ability to work independently and collaboratively in a high-volume environment.
  • Ability to maintain high levels of case accuracy and timeliness.
  • Ability to apply policies and procedures consistently and appropriately.
  • Ability to explain complex policies clearly, empathetically, and professionally.
  • Contribute to efficient workflows and positive client experiences.
  • Support continuous improvement, teamwork, and service excellence.
  • Excellent verbal and written communication skills.
  • Strong problem-solving and conflict-resolution abilities.
  • Experience working with families from diverse cultural, ethnic, and economic backgrounds.
Physical Factors:
  • Works in an office setting. Work is primarily sedentary and requires light physical effort; may require greater physical effort on an incidental basis
  • Possess visual capability and digital dexterity to operate a computer and other standard officeequipment
  • Make fine visual distinctions upon proofreading written documents and viewing information on a computer screen
  • Should be able to bend to access files and be able to lift up to 10 lbs. of files +
  • Eligible to work overtime.

Pay Grade Range: $27.64 - $34.55

Closing Date: Tuesday, June 16, 2026

Hours: Must be able to work full-time, 40.0 hours per week (8.0 hours a day), Monday through Friday. All employees must be able to work additional overtime and weekend hours as required.
