Behavioral Health Senior Data and Evaluation Manager

King County

The Department of Community and Human Services (DCHS) is seeking a seasoned manager of evaluators and/or data analysts to partner with one of the county’s largest human services departments in advancing a cutting‑edge collaborative model supporting behavioral health and recovery in King County. Portfolio Provision of a wide variety of mental health and substance use services including prevention services, community response (crisis services, diversion services for criminal‑legal system engagement), and treatment services. Partnership with 40+ community‑based organizations and five managed care organizations to develop the King County Integrated Care Network (KCICN) to drive better outcomes for community members and increased efficiency in the use of Medicaid funds. Administration of the MIDD Behavioral Health Sales Tax Fund to help residents get well, stay well, connect to community, and thrive in recovery. Administration of the Crisis Care Centers Levy to create a countywide network of five crisis care centers, restore and expand residential treatment beds, and strengthen the community behavioral health workforce. Role Overview As our next Behavioral Health Senior Data & Evaluation Manager, you will lead a talented team of data evaluators, data scientists, and data engineers skilled in SQL, R, Tableau, and Git. The team supports the entire department, developing evaluation frameworks, performance metrics, data collection and quality control, continuous quality improvement, in‑depth analyses, and disseminating findings through reports and dashboards. Key Responsibilities Advance Strategic Direction for Measurement and Evaluation Work: Direct and coordinate performance measurement, business intelligence, and evaluation activities of King County’s Behavioral Health and Recovery Division. Work closely with BHRD to integrate measurement and evaluation into broader divisional strategy and work planning. Identify measurement and evaluation needs, advocate for projects and methods, and support strategic priorities. Explore and understand different evaluation models, including in‑house, external vendors, or academic‑public partnerships. Develop system‑level measurement aligned with the Results‑Based Accountability framework. Manage procurement and oversight of evaluation partners and vendors, exercising delegated contracting and budget authority. Drive the application of racial equity and social justice across projects and work products. Deliver High Quality Performance Measurement and Reporting: Scope measurement and evaluation projects that are high‑quality, feasible, and fit for purpose. Respond to urgent, high‑visibility data requests while maintaining reproducibility and documentation. Oversee development and maintenance of dashboards, reports, briefing papers, and presentations to inform strategic decision‑making and continuous quality improvement. Interpret quantitative and qualitative data, develop visualizations, and communicate findings to diverse stakeholders without technical jargon. Lead and Support a Highly Technical Team: Manage a team of 15–20 staff, including 3 manager‑level direct reports, overseeing task delegation, staff development, and performance management. Handle HR and administrative activities, including recruitment, role refinement, performance appraisals, and timesheet approvals. Ensure team capacity and workflow alignment to meet audit, reporting, and Council‑mandated deadlines. Foster a supportive, person‑centered culture and facilitate efficient, reliable, and collaborative workflows. Coordinate with BHRD’s Executive Leadership Team on measurement and evaluation priorities across the division. Contribute to a cohesive unit‑wide culture and shared work processes within the Performance Measurement and Evaluation Unit. Develop and Maintain Key Relationships and Partnerships: Partner with BHRD Leadership to anticipate and meet measurement needs. Participate in BHRD meetings, work‑planning sessions, and data‑systems coordination. Identify opportunities for cross‑unit collaboration and synchronization of projects. Coordinate with other DCHS divisions, King County partner agencies, external researchers, and evaluators. Qualifications Demonstrated direct work experience (typically 5+ years) in performance measurement and evaluation. At least three years of increasingly senior experience managing, recruiting, and promoting accountability within diverse staff teams. Strong project management skills, managing multiple competing priorities and meeting deadlines. Diverse analysis experience, including quantitative and qualitative methods, study design, advanced analytics, survey collection, and database systems. Experience with large administrative data systems, especially health or behavioral health claims or encounter data. Fluency in Microsoft Office and data analysis and visualization tools including SQL, R, Tableau, and Git. Ability to translate complex data into accessible insights and facilitate productive conversations with partners. Strong critical thinking, analytical, oral and written communication skills, and leadership communication. Demonstrated skill in collaborating and maintaining effective working relationships with diverse individuals. Deep knowledge of equity and social justice principles and understanding of impacts on marginalized communities. Desirable Qualifications Advanced degree in social sciences, public health, behavioral health or a related field with coursework in performance measurement, research methods, and statistics. Experience working with publicly funded behavioral health services, as a provider/clinician, or lived experience within the behavioral health system. At least 5 years of experience leading design and implementation of policy‑relevant performance measurement and/or evaluation processes within health care, behavioral health or human services. Experience setting strategic direction for measurement, evaluation, analytics, or performance systems at a program, division, or organizational level. Experience leading through layers and within matrixed management structures. Demonstrated ability to lead organizational change, build new systems or processes, and influence decision‑making across diverse stakeholder groups. Understanding of the Results‑Based Accountability framework in performance measurement work. Additional Position Information Classification: Data and Evaluation Senior Manager This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday–Friday, 8 am–5 pm. Employees will work in a hybrid model, with days in the office and telecommuting, based on business needs. Remote work ratio will be determined by the business and may change. Primary onsite location: Chinook, 401 5th Ave, Seattle, WA 98104.
