Human Resources Specialist

Duties Responsibilities include: Processing and preparing personnel actions. Providing guidance on and administration of benefits programs. Advising management on Human Resources topics. Performing position analysis. Overseeing the performance management process. Administering pay and leave programs. Identifying training and development needs. Requirements You must be a U.S. Citizen or National. Initial appointment is conditioned on a satisfactory pre‑employment adjudication (fingerprint, credit, tax checks, drug testing). Continued employment requires a favorable background investigation. You must be registered for Selective Service, if applicable. Probationary period of up to one year may be required. Federal employees must meet time‑in‑grade requirements within 30 days after the closing date. You must meet all qualification and eligibility requirements within 30 days after the closing date and before placement. Qualifications GS‑9 You must meet at least ONE of the following conditions, as defined below. Specialized Experience – One full year equivalent to GS‑07 level in Federal service. This includes: Advising managers on Human Resources matters. Resolving moderately complex, recurring HR issues. Interpreting regulatory material to present findings, training, or recommendations related to position classification, recruitment and staffing, employee relations and performance management, employee benefits, or pay and compensation. Education – One of the following in a related field: a Master’s or equivalent graduate degree; two full years of higher‑level graduate education leading to such a degree; or an LL.B./J.D., if related. Combining Education and Experience – Combination of graduate education and experience may be used if graduate education exceeds one full year. GS‑11 Possible qualifications. Specialized Experience – One full year equivalent to GS‑09 level in Federal service. This includes: Providing comprehensive management advisory and technical services on HR laws and regulations. Advising management on recruitment methods and strategies. Applying problem‑solving methods and techniques on a variety of HR issues. Interpreting regulatory material to present findings, training, or recommendations related to position classification, staffing and recruitment, employee relations and performance management, employee benefits, or pay and compensation. Education – One of the following in a related field: a Ph.D. or equivalent doctorate degree; three full years of higher‑level graduate education leading to such a degree; or an LL.M., if related. Combining Education and Experience – Combination of graduate education and experience may be used if graduate education exceeds two full years. Benefits Payment of relocation expenses will not be authorized.
