Essential Job Functions
Oversee internal operations functions, programs, and staff, as agreed upon with the Executive Director. This may include but is not limited to Payroll Management, Onboarding of New Employees, Property Management, Maintenance, Safety, and Compliance.
Work with the Housing Director and Facilities Director to establish and oversee procedures; develop and approve recommendations for improving operations and processes.
Work with the Housing Director and Facilities Director to offer support and guidance; analyze and evaluate reports, audits, and proposals. Develop recommendations and direct the implementation of solutions in a timely manner.
Work with the Housing Director and Facilities Director to ensure internal compliance audits/quality control (including tenant file review/sampling) to ensure regulatory compliance.
Manages and directs the activities of rent collection, vacancy reduction, lease enforcement, unit turn-over and leasing in conjunction with the Housing Director, Finance Director and Facilities Director.
Ensure compliance with HUD and other regulators. Advises Department Directors on compliance requirements. Supervises and maintains all compliance and statistical records.
Work with the Finance Director to ensure time-tracking measures are compliant with Grant tracking requirements.
Work with the Finance Director to provide oversight of procurement and resource allocation for all departments.
Work with the Finance Director to ensure all receipts are gathered in an orderly and timely manner. Develop new systems as necessary.
Work with the Volunteer Coordinator to ensure all volunteer files are complete and current, volunteers are appropriately vetted and trained in local policies, and supervised throughout the day. Works with the Volunteer Coordinator in developing processes for accurate tracking of volunteer hours. Assists in resolving any conflicts that may arise involving volunteers.
Work with the Executive Director to create job descriptions, hire competent personnel, and oversee employee training programs.
Collaborate with the Executive Director to develop and implement staff evaluation parameters.
Develop and maintain an operating procedures manual.
Manage day-to-day operations issues as they arise.
Communicates and immediately reports to the Executive Director any matters regarding liability or risk.
Performs other duties as assigned by the Executive Director.
This position reports directly to the Executive Director and keeps the Executive Director apprised of all issues in a professional and timely manner.
Experience/Education
Bachelor degree in Business or related field required; master's degree preferred.
Proven experience as an operations director or relevant related role is required.
Prior supervision experience is required.
Demonstrate the ability to understand financial reports and accounting processes.
Excellent knowledge of MS Office, Excel, QuickBooks, and information systems.
HR experience including running payroll and managing employee benefits is helpful.
Experience developing policy is required.
Government experience and thorough knowledge of government procurement policies and procedures is preferred.
Knowledge of permanent supportive housing is preferred.
Experience with HUD Programs is preferred.
Understand confidentiality requirements when dealing with tenants and personnel.

Must be able to respond calmly and professionally to emergency situations
