OASIS Infrastructure Asset Maintenance keeps highways, bridges, and roadways safe and well-maintained for departments of transportation and tollway partners across Florida and Virginia. Position Summary
The Human Resources Specialist is the hands-on owner of day-to-day HR operations for a field-intensive, multi-site workforce. Reporting to the Senior Director of Internal Operations, you will manage employee records, onboarding and offboarding, leave administration, HR compliance recordkeeping, and first-line employee support across Florida, Virginia, and future OASIS projects.
You will work closely with the HR and Fleet Operations Coordinator, Talent Acquisition Recruiter, Benefits Coordinator, and Payroll Manager, and partner daily with Project Managers and site Office Managers so that every hire, status change, leave, and separation is handled accurately, on time, and in line with federal and state requirements.
What You Will Do
Employee Lifecycle
- Process new hires, status changes, transfers, promotions, pay adjustments, and separations in ADP Workforce Now with complete, audit-ready documentation
- Coordinate pre-employment steps with the Talent Acquisition Recruiter, including background checks, MVR reviews, DOT pre-employment drug tests, and Clearinghouse queries for safety-sensitive positions
- Run onboarding logistics for corporate and field hires: offer letters, new hire packets, I-9 and E-Verify completion, payroll and tax forms, policy acknowledgments, and system access requests
- Prepare Change of Status forms, promotion and transfer letters, and separation packets; coordinate offboarding with Payroll, Benefits, Fleet, and IT
- Deliver new hire orientation in person and virtually, covering OASIS policies, the Employee Handbook, benefits, safety culture, and The OASIS Way
Leave, Accommodation, and Workers’ Compensation
- Administer FMLA, ADA, military (USERRA), personal, and state-specific leave from request through return to work
- Support workers’ compensation claims from first report of injury through closure, coordinating light-duty and return-to-work plans with Safety, the insurance carrier, and Project Managers
- Manage fitness-for-duty documentation, including DOT medical card tracking for CDL holders
Compliance, Records, and Reporting
- Maintain personnel, I-9, medical, and confidential files in compliance with federal and state retention requirements; conduct periodic self-audits
- Support DOT and FMCSA compliance for safety-sensitive employees, including driver qualification file components and drug and alcohol testing logistics
- Prepare compliance reporting such as EEO-1, OSHA 300 and 300A support, BLS surveys, unemployment claim responses, and employment verifications
- Track training and certification expirations (OSHA, MOT, CDL, medical cards, harassment prevention) and coordinate renewals; keep required labor postings current at every site
Employee Support and Policy
- Serve as the first point of contact for employee questions on policies, pay, time off, benefits, and procedures; escalate complex matters appropriately
- Support employee relations casework, including documentation, fact gathering, and corrective action documents using OASIS templates
- Guide managers and supervisors on progressive discipline consistency, documentation quality, and Employee Handbook interpretation
- Help maintain the Employee Handbook, HR policies, forms, and SOPs; communicate updates in English and Spanish where applicable
HR Systems and Process Improvement
- Maintain data integrity in ADP Workforce Now and keep the employee census, org charts, and headcount reports current
- Prepare recurring HR reports (headcount, turnover, hiring, leave, training compliance) and ad hoc analyses for leadership
- Support PerformYard administration for goal setting, check-ins, and annual reviews
- Build and improve digital HR workflows in Microsoft 365 (SharePoint, Forms, Power Automate, Power Apps) that support remote, decentralized processing across sites
Site Support
- Partner with site Office Managers on local HR execution and provide training and feedback on OASIS HR procedures
- Support contract mobilizations, demobilizations, and workforce transitions with high-volume onboarding, transfers, and separations
- Coordinate HR logistics for site visits, orientations, training sessions, open enrollment meetings, and employee events
Working Relationships
This position has no direct reports. It provides functional guidance to site Office Managers and supervisors on HR procedures and documentation standards, serves as HR’s daily point of contact for Project Managers, Area Managers, and supervisors, and provides backup coverage for the HR and Fleet Operations Coordinator and Benefits Coordinator.

What You Bring (Required)
- Associate’s degree in Human Resources, Business Administration, or a related field, or a high school diploma/GED with 4+ years of progressive HR experience
- Minimum 3 years of hands-on HR generalist, specialist, or coordinator experience supporting an hourly, multi-site workforce
- Experience administering Form I-9 and E-Verify, leave programs (FMLA/ADA), and personnel recordkeeping
- Experience processing employee transactions in an HRIS (ADP Workforce Now preferred)
- Experience preparing HR documents, including offer letters, status changes, corrective actions, and separations
- Proven proficiency with Microsoft 365, including Excel (formulas, pivots, and lookups)
- Working knowledge of federal employment law (FMLA, ADA, FLSA, Title VII, COBRA, USERRA, EEOC, I-9/E-Verify, OSHA recordkeeping) and confidentiality requirements for employee, medical, and payroll information
- Exceptional organization, attention to detail, sound judgment, and the ability to work independently in a remote, asynchronous environment
- Clear, professional communication with employees at all levels, from field crews to executives
Preferred
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- aPHR, PHR, or SHRM-CP certification
- Experience in highway maintenance, infrastructure, construction, transportation, or government contracting
- Working knowledge of DOT and FMCSA requirements for safety-sensitive positions (49 CFR Parts 40 and 382, driver qualification files, Clearinghouse)
- Experience with workers’ compensation administration and return-to-work coordination
- Direct experience with ADP Workforce Now, PerformYard, JJ Keller, and SharePoint/Power Platform
- Experience supporting contract mobilizations, demobilizations, or organizational transitions
- Bilingual English/Spanish
Additional Requirements
- Must be at least 23 years old (per company insurance requirements).
- Must possess an active and valid Florida driver’s license with no restrictions and be able to pass a Motor Vehicle Record (MVR) check and maintain insurability under company policy.
- Must reside in Florida; this is a remote-based position with occasional travel (up to 15%) to project locations in Florida and Virginia
- Must pass a background check and drug screening per company policy
- Comfortable working in both office environments and field locations, including maintenance facilities and equipment yards
