SUPERVISORY PUBLIC AFFAIRS SPECIALIST

Summary About the Position: Serves as the District's primary advisor for internal and external corporate and strategic communications. Reports to the District's Chief of Staff, and is responsible for developing and executing strategic communications programs and campaigns that leverage all available communications conduits and emerging technologies to most effectively communicate the Charleston District's story. Responsibilities Serves as the Supervisory Public Affairs Specialist for the Charleston District and serves as the District's primary advisor for internal and external corporate and strategic communications. Reports to the District's Chief of Staff, and is responsible for developing and executing strategic communications programs and campaigns that leverage all available communications conduits and emerging technologies. Serves as a primary resource to the District's senior leadership for carefully researched information that directly contributes to overall public communications strategies. Supervises and manages the Charleston District's Public Affairs Office. Provides advice and assistance to the Charleston District Commander, Senior Civilian, Deputy Commanders, the Chief of Staff, and other staff elements on potential problems and effective responses on all matters elating to the public affairs program. Plans, organizes, and directs strategic information programs in support of major Charleston District missions, projects, programs, and strategies. Ensures that initiatives provide a comprehensive view of the District's missions and functions; and that various audiences and the methods for best reaching these audiences are properly identified and employed. Designs communications strategies, which incorporate the master messages, affecting the entire district with a potential to reach all audiences. Strategies involve the District's leadership, primarily, but have a residual effect on District's organizations. Advises the Division Public Affairs Specialist and Public Affairs Specialists in USACE headquarters on the implications within the media markets of various regional programs and actions. Provides alternative actions and assessments. Anticipates impending and unforeseen ramifications and offers strategies to overcome impediments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Preparation of a variety of communications for dissemination to the public, local and national social media sources, such as news releases, articles, informational materials, and written publications; 2) participation in public forums, events, meetings and conferences to educate, inform and address agency missions, projects and issues, some of a sensitive and/or controversial nature; 3) conduct situational analysis to determine the most effective method, mode and timeliness for handling both routine and critical/sensitive situations and related communications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
