Capital Brand Group, LLC (CBG) is hiring two (2) Service Managers — one for the San Diego Sector and one for the El Centro Sector — to run day-to-day operations under our federal Building Maintenance & Operations contract with U.S. Customs and Border Protection (CBP).

 

Location: San Diego, CA or El Centro, CA — one Service Manager per sector; must reside in, or relocate to, close physical proximity to the assigned sector's contract locations

Openings: 2 (one per sector: San Diego Sector and El Centro Sector)

Salary: $115,000/year (full-time, exempt)

Status: Key Personnel position — subject to CBP approval

Reports To: Contract Manager

Field Requirement: Minimum 70% of working time in the field within your assigned AOR

 

POSITION SUMMARY

The Service Manager runs day-to-day operations for an assigned sector. You own execution — preventive maintenance, service call response, repair completion, technician supervision, and subcontractor coordination — for every CBP facility in your area of responsibility.

 

KEY RESPONSIBILITIES

- Direct all day-to-day contract operations within your sector, including mechanical, plumbing, roofing, architectural, electrical, structural, and utility systems

- Spend a minimum of 70% of working time in the field across your AOR

- Supervise, schedule, and develop service technicians; manage workload allocation across shifting priorities

- Review the three-week look-ahead master schedule weekly with the PMO and adjust based on workload, routing, and suspense dates

- Ensure service call response meets contract requirements: immediate response to Emergency calls, 24 hours for Urgent, 72 hours for Routine

- Ensure preventive maintenance services are completed within eight (8) hours of scheduled service unless otherwise approved by the Field Representative

- Plan and coordinate major and critical equipment maintenance with in-house personnel and subcontractors

- Attend weekly coordination meetings with CBP in your sector

- Submit required reports: equipment reports, fuel logs, refrigerant usage logs, water treatment reports, subcontractor reports

- Review inspection and asset validation data for accuracy before TRIRIGA entry

- Escalate work beyond the scope of repair to the CO/COR immediately with a work summary and detailed labor and material estimate

- Support quality control inspections as needed and drive correction of deficiencies

- Escort personnel who have not yet received favorable CBP BI adjudication

 

MINIMUM QUALIFICATIONS

- Three (3) years minimum as a technician in HVAC and mechanical systems

- Three (3) years minimum performing quality control inspections of building systems and equipment

- Five (5) years minimum managing service technicians

- Excellent organizational skills and proven ability to perform in a fast-paced, changing-priority environment

- Ability to obtain and maintain a favorable CBP Background Investigation

- Valid driver's license and clean driving record

- Must reside in, or relocate to, close physical proximity to the assigned sector's contract locations

 

PREFERRED QUALIFICATIONS

- EPA Universal Certification; Journeyman HVAC certification

- OSHA 10 and OSHA 30

- PMP, Professional Engineer, or Stationary Engineer credential

- USACE CQM-C

- Prior federal or CBP facilities O&M management experience

- TRIRIGA experience

- Bilingual English/Spanish

 

SECURITY REQUIREMENT

All positions require the ability to obtain and maintain a favorable CBP Background Investigation. Candidates will complete the Background Investigation Requirements Determination (BIRD) document and a Fair Credit Reporting Act (FCRA) authorization form. Employment is contingent on successful pre-employment screening, including county, national, and federal criminal database searches and drug screening. Employees may begin work while the BI is in process but must be escorted at all times by a badged employee until final favorable adjudication. Any employee whose BI is placed on hold or returns unfavorable will be removed from the contract until a favorable determination is obtained.

 

WORK ENVIRONMENT

Work is performed at CBP-owned and leased facilities across Southern California, including Border Patrol stations, checkpoints, ports of entry, and firing ranges. Government normal duty hours are Monday through Friday, 0700–1600. No work is scheduled on federal holidays. Emergency situations — service disruptions, unscheduled outages, contingency incidents — may require work outside normal duty hours.

 

COMPENSATION NOTE

Positions identified as SCA-covered are compensated in accordance with the applicable Service Contract Act Wage Determination for Southern California, including the required health and welfare fringe benefit, paid vacation, and paid holidays.
