Nursing Services Manager - Family Health Programs

Reporting to the Public Health Officer, the Nursing Services Manager (NSM) provides strategic and operational leadership for a broad portfolio of community‑based family health programs serving women, children, youth, and families across Marin County. The NSM oversees maternal, child, and adolescent health (MCAH) initiatives; Healthy Families Marin home‑visiting; California Children’s Services programs; Medical Therapy Unit services; foster care and care coordination; and nutrition and preventive health programs. Services are delivered within state, federal, and managed‑care frameworks and require strong clinical judgment, regulatory fluency, and cross‑sector collaboration. Core responsibilities include leading and supervising public health nursing and multidisciplinary teams; directing program planning, quality assurance, and continuous improvement; translating policy and funding requirements into effective nursing practice; managing budgets and resources; and supporting workforce development in an inclusive, accountable environment. Because the role is central to advancing health equity and addressing social determinants of health, the NSM works in partnership with healthcare providers, managed‑care plans, community‑based organizations, child welfare and probation partners, and state and regional agencies to promote prevention, early intervention, and meaningful outcomes for Marin County families. OUR HIGHLY QUALIFIED CANDIDATE The ideal candidate is a strategic, equity‑centered public health nursing leader with demonstrated supervisory experience and the ability to manage a complex, multi‑program portfolio. They possess a firm grounding in public health nursing practice and a working knowledge of family‑health services across the continuum, including early childhood and home‑visiting, nutrition and preventive health, care coordination, and clinical services for children with complex medical, developmental, and foster‑care‑related needs. They balance clinical nursing leadership with systems‑level program management, ensuring services are high‑quality, compliant, and community‑responsive. They are comfortable operating within regulated public health and managed‑care environments and can translate policy, funding, and regulatory requirements into effective nursing practice and program operations. Experience working with Medi‑Cal managed‑care plans, healthcare providers, and state and regional partners is strongly valued. As a people‑centered leader, they have a track record of supervising and developing nursing and multidisciplinary staff, fostering inclusive and accountable team cultures, and guiding teams through change. They communicate clearly and diplomatically and are effective representatives of programs in inter‑agency and community settings. Core attributes include a commitment to trauma‑informed, culturally responsive, family‑centered practice; an understanding of social determinants of health; and a genuine passion for prevention and early intervention. The ideal candidate is mission‑driven, collaborative, and motivated to grow within a senior public health nursing leadership role while advancing meaningful outcomes for Marin County families. KEY STRENGTHS Public health nursing leadership across complex, multi‑program portfolios Supervision, mentorship, and workforce development Program planning, evaluation, and continuous quality improvement Navigation of state‑mandated programs, managed care, and regulatory requirements Commitment to health equity and addressing social determinants of health Systems thinking, collaborative problem‑solving, and change management QUALIFICATIONS Knowledge of: Principles and practices of management, including goal setting, program development, implementation, evaluation, budget development, and work planning Personnel management principles, including hiring, training, and performance review Nursing principles, practices, and techniques, including assessment, patient care planning and delivery, patient education, and evaluation of outcomes Medical terminology and equipment Public safety and security policies relevant to nursing services, particularly within correctional facilities Drug administration principles and medication effects Safety and infection control practices Nursing laws, rules, and regulations governing practice in County clinics and detention facilities Community medical and social agencies and resources Environmental, sociological, and psychological factors affecting nursing care within detention settings Child and elder abuse and neglect and domestic violence reporting laws Ability to: Plan, organize, oversee, and supervise staff, including through subordinate supervisors; provide training and professional development Develop goals, objectives, policies, procedures, and protocols Interpret, apply, and explain complex laws, codes, regulations, and policies Ensure quality of care and regulatory compliance and develop clinical improvement plans Collaborate with agencies and individuals for coordinated nursing service delivery Enforce security precautions and safety procedures Exercise sound independent judgment within scope of authority and practice Evaluate information to determine compliance with standards Perform physical and psychosocial nursing assessments; develop and implement patient care plans and referrals Apply teaching principles and provide education and counseling Prepare and administer budgets Prepare and maintain accurate records, reports, and correspondence Establish and maintain effective working relationships with stakeholders MINIMUM QUALIFICATIONS Any combination of education and experience that provides the necessary knowledge and abilities listed above. Typically, a bachelor’s degree in Nursing or a related field and at least four years of professional nursing experience, including three years of managerial or supervisory experience in a nursing position.
