Job Description and Duties

Under the direct supervision of the Supervisor of Building Trades, CF, the Painter III, CF will plan, layout, direct, and work with a crew of painters and other workers engaged in general painting and finishing of buildings, structures and equipment. Assist with special projects. This is the lead-worker level and sees that the work is carried out according to plans and specifications and is properly correlated with other trades.

Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires that each full-time employee receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes.

Working Conditions

About this location -- Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.

The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers 31 male camps located throughout California.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: Painting principles and methods that can be used in preparation and application of architectural and industrial finishes to accomplish a work assignment, and to provide direction/information. Materials used (i.e. paint, joint compound, caulking, primers, etc.) in preparing varied surfaces to ensure acceptable standards of appearance and uniformity of existing surfaces. Various tools and equipment used in the application of painting processes to insure acceptable standards of appearance and uniformity of existing surfaces. Rules and regulations required from Cal-OSHA, Senate Bill 198, and Title 8 standards to safely and effectively complete work assignments, and to provide direction/information. Varied types of glass (tempered, detention, laminated, wired, etc.) and processes used in glazing, installing and replacing windows to insure safety, security, and operational needs of the facility. State procurement process for obtaining painting materials, tools, and equipment to fulfill operational needs of the institution. Mathematical computations to calculate labor, material, and/or cost estimates for planned projects. Reading blueprints and schematics for floor plans, elevations, and finish schedules to complete work projects and to provide direction/information. Institutional policies and procedures for inmate supervision to maintain safety and security of the institution, staff, property, etc. Safety and security of the institution (e.g., tool control, key control, inmate supervision, etc.) as it relates to departmental policy and procedures.

Skill to: Painting (brush, roll, and spray), mixing, tinting, matching colors and finish materials used in the preparation and application of architectural and industrial finishes.

Ability to: Assemble, inspect, and dismantle scaffolding and ladders to ensure a safe and secure work environment. Estimate labor and material costs in to provide cost analysis information for the purpose of completing work assignments. Maintain accurate records and reports to comply with departmental policies and regulations. Effectively communicate (written/verbal/listening) instructions and directions for the purpose of disseminating, sharing, and receiving information with staff and inmates. Inspect the work of paint shop staff and/or unskilled workers (inmates) to insure proper completion of work and maintain compliance with codes and regulations. Plan, layout, and coordinate painting assignments with others to provide direction, information, and to achieve acceptable standards of appearance and uniformity of work requirements. Accurately read, interpret, prepare plans (blueprints), rough sketches, drawings, etc. to provide information for paint shop staff and unskilled workers (inmates). Prepare, prime and finish paint surfaces (i.e. dry wall, masonry, metal, doors/frames, window trim, etc.) to complete a work assignment. Inspect, use, and maintain hand and power tools to verify their safe and proper operation during the performance of daily assignments. Lift and/or set up heavy materials and equipment to accomplish a work assignment.
