Graduation from an accredited college or university with a master's degree in planning or a related field
Plus
One year of professional planning, zoning, development, or land use experience.
Related fields such as: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.).
OR Graduation from an accredited college or university with a bachelor's degree
Plus
Three years' professional planning, zoning, development or land use experience. (Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, zoning, development, or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.) Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Under general supervision, must be able to coordinate complex, transportation planning development projects. Examples of Essential Duties
- Participate or lead community meetings.
- Serve as an internal expert on panels, committees, and task forces. You may also propose planning and transportation policies and amendments to the Zoning Ordinance or Comprehensive Plan in response to a variety of complex transportation policy and land-use issues.
- Assess transportation-related impacts for a multimodal review of development projects, including adequacy of transportation circulation and network, transit, pedestrian, bicycle, and vehicular safety, and compliance with the County's regulations.
- Review multimodal transportation studies and plans.
- Coordinate and conduct transportation field observations, analyze data, and conduct research to develop transportation recommendations for various county projects;
- Work as a project leader on various Bicycle and Pedestrian projects.
- Engage in community outreach and collaboration with various stakeholders.
- Prepare complex reports and grant applications.
- Facilitate meetings, workshops, and public presentations.
- Analyze facts and exercise sound aesthetic judgment in urban planning.
- Maintain knowledge of best practices in urban planning and sustainability.
- Provide technical contributions to plans as subject matter expert.
- Speak on behalf of staff recommendations to community groups, the Planning Board and County Council in public settings.
- Collaborate with a diverse team including county residents, developers, planners, architects, engineers, attorneys, and public official. Occasional evening meetings, site visits and fieldwork within various communities will be required.
- Communicate directly with the public on technical transportation planning and land use issues; knowledge of transportation planning, best practices and site design; the ability to read and interpret roadway design and land use plans, and to analyze traffic studies. You must have strong presentation and writing skills and know best transportation demand management practices.
