Payroll Specialist

PURPOSE OF CLASSIFICATION: To perform advanced level accounting tasks while preparing, processing and maintaining payroll records and data, tax information and required State and Federal payroll reports. Also review accounting and payroll documents and support other financial operations. Essential Functions Assist with maintenance of the automated payroll and personnel system; monitor code assignments and position set‑up; train new employees and provide user help. Keep knowledge of payroll laws and regulations, state and federal tax laws and wage‑hour laws. Perform regular payroll processing to ensure deadlines; correct retro changes; implement benefit, deduction, garnishment, and tax changes. Update payroll procedures manual; provide training; prepare quarterly and year‑end reports. Execute bookkeeping and accounting duties, including processing personnel actions, calculating final paychecks, processing deductions, printing checks and reports, reconciling payroll accounts, preparing tax worksheets, and handling W‑2 validation & distribution. Assist in payroll budgeting and analytics. Administer deferred compensation, FRS, and Police Pension plan deductions and transmittals. Review new hire records and deductions. Carry out general accounting tasks: reconcile cash receipts, perform audits, support CAFR, prepare journal entries, balance reports, resolve discrepancies, maintain financial records, generate mandatory reports. Provide administrative support: create & update forms; back‑up accounting staff; conduct cross‑training; provide information on accounting issues; research special projects. Operate office equipment and software, including word processing, accounting, and spreadsheet applications. Minimum Qualifications Associate’s degree in accounting or a business‑related field. Three years of payroll experience, including payroll processing, tax reporting, and governmental accounting with general ledger, accounts payable, cash receipts, assets, and accounts receivable. Strong organizational, time‑management, math, and communication skills. Ability to multitask under high‑pressure, fast‑paced environment. Proficiency with Microsoft Office, especially Word and Excel. Valid Florida driver’s license (or equivalent from any state to be obtained within 30 days). Experience with Munis software and certification in CPP or UPC preferred. Situational Reasoning – exercise judgment in repetitive or short‑cycle operations. ADA Compliance and Physical Requirements Light physical effort; sedentary to light work; may lift 5–10 lb.
