Description

The Management Analyst serves as a principal analyst to the Director of the Audit Readiness Cell under the Deputy Assistant Secretary of the Army for Plans, Programs and Resources (DASA(PPR)) on all business matters pertaining to the development and execution of Audit Readiness.

The Management Analyst possesses broad-based knowledge of acquisition management rules, regulations, and laws sufficient to perform assigned duties. Successful job performance requires comprehensive and detailed knowledge of all aspects of Army and Department of Defense (DoD) acquisition policies and processes. Activities include planning, programming, budgeting, scheduling, financial management execution, contracting oversight, cost/risk analyses, and engineering oversight. 

Duties and Responsibilities

Audit Readiness and Financial Management Integration – 40%

• Oversee the integration of separate functions to develop metrics that include funding, procurement oversight, testing, cost, schedule, performance, engineering oversight, and strategic planning
• Use findings derived from the evaluation and testing phase and best practices to establish and/or modify financial management processes to conform to audit readiness reporting requirements
• Oversee the maintenance and publication of a corrective plan outlining control gaps and necessary steps for remediation
• Direct the development of process flow charts that depict, by assessable unit, the distribution and responsibility for each financial management process and fund type variation

Training Improvement – 10%

• Provide technical direction for the development of training improvement plans that identify milestones and timelines for training the PEO workforce based on evaluation and testing results and established or modified financial processes

Review Planning and Execution – 30%

• Plan and organize reviews and provide direction and technical/professional guidance to review teams
• Assume comprehensive responsibility for reviews undertaken
• Determine whether the review program will meet overall objectives and whether it will be necessary to cross organizational lines of authority
• When coordination across organizational lines is required, ensure proper coordination is obtained with all functional personnel
• Maintain frequent contact with general officers and Senior Executive Service personnel in support of reviews
• Brief, inform, and communicate with officials regarding the validity of the review program and the methodology/procedures used to gain acceptance and approval

Review Program Goals and Oversight – 20%

• Define goals for implementing the review program as it applies to individual or team responsibilities
• Identify goals and objectives requiring additional emphasis
• Review and evaluate team progress and endorse or recommend appropriate methods for achieving objectives
• Supervise the development of policies and procedures related to the internal review program within the command
• Interpret developed policies and procedures in response to inquiries and through personal liaison with external Army Audit Readiness agencies of the Federal Government and senior command officials
• Perform other duties as assigned

Required Qualifications 

• Active Secret clearance
• Bachelor’s degree
• Strong oral and written communication skills, including the ability to prepare and edit correspondence using proper grammar, spelling, and punctuation
• Strong interpersonal and teamwork skills, with the ability to work cooperatively with others
• Ability to plan and organize work, gather, analyze, and present information, and execute projects or studies within established financial and time constraints
• Proficiency using computers and standard keyboard-based applications to access, locate, and manage information
• Knowledge of program planning and budgeting cycles and the ability to interpret and apply applicable rules, regulations, and procedures
• Knowledge of organizational functions and operations, including work classifications and regulatory and statutory restrictions governing the expenditure of appropriated and non-appropriated funds

Desired Qualifications 

• This is an Army Acquisition and Technology position; Level III certification in the Acquisition Career Field (Program Management) is preferred
• One (1) year of specialized experience in the following is preferred:

• Served as the liaison for all financial statement auditor requests to ASA(ALT) and facilitated complete, accurate, and timely responses
• Developed business process maps and narratives for existing processes, identifying that all necessary key internal controls are in place and/or presenting corrective action/milestone plans to eliminate identified control gaps/deficiencies
• Capability to analyze business processes to identify and evaluate key controls and recommend improvements
• Communicate clearly and effectively at all levels and through different mediums, including in person, email, and VTC

Place of Performance 

• The contractor will follow a hybrid work environment for the Place of Performance:

• 50% On-Site: Performance of services by the Contractor at Government facilities, primarily in Northern Virginia (Crystal City)
• 50% Telework
• Temporary Duty (TDY) may be required up to 25% of the time
