The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the nation's largest local health department. DOHMH has approximately 7,000 employees and serves the nation's largest city of 8.8 million New Yorkers. Finance oversees policy analysis, program development, performance improvement, financial management, resource maximization, and technical assistance. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet DOHMH's health and racial equity objectives. The Revenue Analyst position will be responsible for forecasting, monitoring, and working with the divisions and their budgets to ensure proper spending. Duties Will Include But Not Be Limited To Responsible for the monitoring and tracking of Mental Hygiene state aid expenditures. Responsible for the agency’s Article 6 claim submissions to state. Research and understand Public Health Law, regulation, and state guidelines. Includes tracking changes in regulation and guidelines. Work closely with internal personnel for al contract, budget, and payment data to ensure claims are efficiently processed and meet due dates. Maximize agency reimbursement by ensuring al expenditures are captured and reported accurately in claims. Reconcile DOHMH submitted claims after state approval. Reconcile and submit consolidated claim reports (CCR) to state agencies as needed. At various points, reach out to providers and outside grantors for additional claim related information via phone or email. Ensure all monthly, quarterly, and annual revenue targets and goals are met. Perform quantitative analysis on spending and revenue pa terns while providing management with scenario analysis and trends. Identify all claiming discrepancies and disallowances while providing timely resolutions. Responsible for accurately maintaining monthly, quarterly, and year to date reports and schedules. Ensure full compliance with all Federal, State, and City policies and procedures. Collect and research information to develop comprehensive reports and documents for agency use. Create accurate billed and unbilled receivables and appropriately realize payments in the City’s Financial Management System (FMS).
