JOB DESCRIPTION: This is administrative work of a managerial nature in planning, directing, and coordinating all operations of Central Services within the Department of Administrative and Financial Services providing products and/or services to client agencies throughout State Government. Responsibilities include planning and directing operations, developing and monitoring budgets, and determining revenues and rate structure necessary to support operations. Additional responsibilities include establishing operating procedures; production, service, and quality standards; and operational, internal, and inventory control systems. Supervision is exercised over professional and administrative staff. Work is performed under limited supervision. REPRESENTATIVE TASKS: Plans and directs on/off-site operations and coordinates activities in order to maximize operational efficiency and ensure established goals and objectives are attained. Establishes operating procedures, production/service levels, and quality standards in order to evaluate employee performance and ensure consistent delivery of high quality products and services. Establishes and monitors operational, internal, and inventory system controls in order to ensure operational integrity and safeguard state assets, property, and services. Develops and monitors operating budgets and determines rate structure necessary to support programs in order to ensure adequate operational funding. Implements, administers, and complies with human resource laws, policies, procedures, and practices, including: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, communications systems, and employee safety in order to ensure fair and equitable treatment of employees. Reviews and analyzes production/service/sales records and trends, forecasts anticipated growth, and identifies opportunities for new or expanded products and services in order to develop long range plans and ensure service deliverables meet customer needs. Researches, evaluates, writes specifications and procures production equipment and automation technology involving significant capital expenditure in order to ensure delivery of high quality and cost effective products and services in a timely manner. Develops and implements marketing strategies for products and services in order to make potential customers aware of capabilities and utilize resources effectively. Implements, administers, and compliance policies and procedures to align work groups with industry regulations and laws. Conducts market research to formulate values and avenues to dispose of surplus state and federal items. KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: Knowledge of applicable laws, rules, regulations, policies, and procedures. Knowledge of modern administrative and management principles, methods, practices, and techniques. Knowledge of budgeting, programming, evaluation, planning, and administrative functions. Knowledge of related equipment and automation technology. Knowledge of operational, internal, and inventory system controls and techniques. Knowledge of procurement, contracting, accounting, and budget systems requirements. Knowledge of budget preparation and monitoring practices and techniques. Knowledge of civil service laws, rules, regulations, and collective bargaining agreements. Knowledge of methods and techniques of analysis, work simplification, forms, and records control. Ability to supervise and train production and/or service staff. Ability to analyze information, reach logical conclusions, and make sound decisions and recommendations. Ability to communicate effectively. Ability to write clearly and effectively. Ability to plan, direct, and evaluate program services to establish production, service, and quality standards. Ability to manage a large production and/or service unit. Ability to establish and maintain effective working relationships with the public and governmental agencies. Ability to manage multiple complex, diverse operations. Ability to evaluate and procure equipment and contracted services. Ability to use applicable computer programs. MINIMUM QUALIFICATIONS: Eight (8) year combination of education, training and/or progressively responsible experience in procurement, contract compliance, analyzing, evaluating, and/or developing organizational/managerial systems, programs, and practices to include at least two (2) years of supervisory experience. Retirement Plan – The State of Maine contributes 14.11% of pay to the Maine Public Employees Retirement System (MainePERS), on behalf of the employee. Gym Membership Reimbursement – Improve overall health with regular exercise and receive up to $40 per month to offset this expense. Health and Dependent Care Flexible Spending Accounts – Set aside money pre-tax to help pay for out-of-pocket health care expenses and/or daycare expenses.
