The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

Oversees pharmacy supply chain operations for University of Rochester Medicine system, including implementation and development of internal and external requisitioning methods, related policy and SOP oversight, enterprise medication distribution, pharmaceutical invoice oversight, wholesaler and manufacturer relations. Includes oversight for pharmacy purchasing practices in excess of $900 million annually across University of Rochester Medicine Pharmacy Enterprise. Establishes strategic goals related to an efficient and modern pharmaceutical supply chain model, including procurement, distribution, and inventory management. Directs purchasing and distribution practices in a manner consistent with University of Rochester 340b policies and procedures. Develops and executes system-level strategy for drug shortage mitigation and management. Provides leadership and oversight for pharmacy procurement operations across all pharmacy business units, directing pharmacy buyers, analysts, and drug shortage specialty technicians responsible for medication sourcing, purchasing, invoice management, supplier reconciliation, and supply chain optimization.

ESSENTIAL FUNCTIONS

Pharmaceutical Supply Chain Operations and Logistics

• Develops, implements, and maintains a centralized pharmaceutical procurement, inventory management, and distribution strategy across all UR Medicine pharmacy operations to ensure cost-effective, reliable, and compliant medication supply.
• Directs pharmacy procurement operations, leading buyers responsible for medication purchasing and inventory management across acute care, infusion, retail, specialty, and Consolidated Services Center pharmacy operations.
• Partners with pharmacy, clinical, operational, finance, and supply chain leaders to implement strategic formulary, procurement, operational, and policy initiatives that support organizational goals.
• Leverages analytics, informatics, and market intelligence to optimize pharmaceutical sourcing, product selection, inventory levels, and contracting strategies while minimizing costs and ensuring continuity of supply.
• Establishes and oversees system-wide medication requisitioning and inventory management standards for clinical departments, ensuring regulatory compliance, operational consistency, and corrective action when needed.
• Develops and maintains strategic relationships with manufacturers, wholesalers, group purchasing organizations (GPOs), and external vendors to improve pricing, supply continuity, operational efficiency, and regulatory compliance.
• Leads initiatives to mitigate drug shortages by developing proactive sourcing strategies, coordinating allocation management, and collaborating with clinical and operational leaders to minimize disruptions to patient care.
• Identifies and implements continuous improvement opportunities within pharmacy supply chain operations through process redesign, standardization, automation, and performance measurement.

Inventory and Drug Supply Management

• Establishes system-wide strategies, standards, and operational expectations for medication inventory management, procurement, and drug shortage mitigation to ensure a safe, reliable, and cost-effective drug supply.
• Provides leadership and direction to the drug shortage specialty team in monitoring medication availability, coordinating shortage response activities, and implementing mitigation strategies across the health system.
• Leads enterprise decision-making during medication supply disruptions by prioritizing critical drug allocations, directing sourcing strategies, and collaborating with clinical and operational leaders to minimize impacts on patient care.
• Directs the planning and execution of biannual pharmaceutical inventory valuations, partnering with Finance to reconcile inventory variances, ensure accurate financial reporting, and support internal and external audit requirements.
• Develops and implements inventory optimization strategies that balance medication availability, financial stewardship, regulatory compliance, and operational efficiency across all pharmacy locations.
• Establishes key performance indicators and monitors inventory performance metrics, identifying opportunities to improve inventory turns, reduce waste, optimize stock levels, and enhance supply chain resilience.

Expense Allocation and Invoice Management

• Directs financial processes supporting pharmaceutical procurement, ensuring accurate expense allocation, inventory cost transfers, and pricing integrity as medications move throughout the health system.
• Leads analysts responsible for invoice management, payment reconciliation, and financial coordination with suppliers to ensure timely and accurate processing.
• Establishes and maintains controls to ensure contract pricing, wholesaler agreements, and medication acquisition costs are accurately applied during procurement activities.
• Ensures timely review and approval of pharmaceutical invoices to maintain pricing eligibility, supplier compliance, uninterrupted medication supply, and
• Partners with Finance, Accounts Payable, and Supply Chain to resolve invoice discrepancies, reconcile financial variances, and strengthen procurement and payment processes.
• Monitors financial performance and procurement metrics to identify opportunities for process improvement, cost savings, and enhanced operational effectiveness.

Compliance and Policy Management

• Develops, implements, and maintains policies, procedures, and operational standards that support efficient, compliant, and standardized pharmaceutical procurement, inventory management, and distribution practices across the health system.
• Ensures pharmacy supply chain operations comply with all applicable federal, state, accreditation, contractual, and organizational requirements, including regulatory agencies, wholesaler agreements, group purchasing organizations (GPOs), and the 340B Drug Pricing Program.
• Establishes internal controls and monitoring processes to ensure ongoing compliance with medication procurement, inventory management, and distribution standards while identifying and mitigating operational and regulatory risks.
• Partners with Pharmacy, Supply Chain, Compliance, Finance, and Internal Audit to prepare for regulatory reviews, audits, and accreditation activities, implementing corrective actions as necessary.
• Evaluates regulatory and contractual changes and leads implementation of operational processes to maintain compliance while supporting organizational objectives.

Professional Development and Industry Engagement

• Represents the health system through active participation in national, regional, and professional organizations, councils, and committees focused on pharmacy supply chain, medication procurement, drug shortages, and pharmaceutical contracting (e.g., GPOs, 340B Prime Vendor, Drug Shortage Alliance).
• Contributes to the advancement of pharmacy supply chain practices by presenting at professional meetings, conferences, and industry forums and sharing emerging trends and best practices with organizational leadership.
• Promotes a culture of continuous learning by supporting and encouraging professional development, continuing education, and industry engagement for pharmacy supply chain staff.
• Ensures team members participate in educational opportunities that enhance expertise in procurement, inventory management, regulatory compliance, contracting, and emerging supply chain practices.
• Mentors and develops staff to strengthen technical expertise, leadership capabilities, and succession planning within the pharmacy supply chain function.

Actively participates in teaching opportunities within URMC, as well as in the community. Maintains contact/membership with local and national organizations and participates in educational meetings when appropriate.

MINIMUM EDUCATION & EXPERIENCE

• Bachelor's degree in Pharmacy and 5 years of experience in hospital pharmacy required
• Master's degree preferred
• Or equivalent combination of education and experience
• 3 years of experience in pharmacy management required

LICENSES AND CERTIFICATIONS

• PHARMD - Licensed Pharmacist in New York State upon hire required
