IT Portfolio Analyst III – Agency 090 Location: Oklahoma City, OK (on-site) Position Summary The IT Portfolio Analyst collaborates in the strategic planning, evaluation, and optimization of the organization's IT project and program portfolio, ensuring investments align with organizational objectives and deliver value. Key Responsibilities Collaborate with business and IT leaders to develop and maintain an enterprise IT portfolio strategy aligned with strategic goals. Analyze proposals and initiatives for alignment with enterprise architecture, resource availability, and value realization. Develop and maintain portfolio performance dashboards and reporting tools to support executive decision-making. Identify opportunities for portfolio rationalization, risk mitigation, and investment optimization. Lead portfolio review processes to assess initiative health, benefits realization, and alignment with priorities. Provide strategic insights and recommendations regarding technology trends, capacity planning, and resource allocation. Partner with finance and procurement teams to track IT spend against portfolio performance and expected benefits. Develop and refine portfolio governance frameworks, prioritization models, and performance metrics. Facilitate workshops and planning sessions to drive cross‑functional alignment and continuous improvement. Other duties as assigned. Minimum Qualifications Bachelor’s degree related to investment, finance, or accounting. 4+ years of progressive experience in portfolio management, IT governance, or technology investment leadership. Experience managing large-scale portfolios $25M or more in enterprise IT environments. Preference given to candidates with a master’s or other advanced degree. Certifications such as PfMP, SAFe LPM, TBM, or FinOps Certified Practitioner/Professional strongly preferred.
