Code Enforcement Officer I

City of Victorville

Under the direction of the assigned supervisor, the Code Enforcement Officer I performs field and office work primarily consisting of conducting regulatory compliance inspections related to a variety of City licensing, environmental, rental housing, regulatory grants, public safety, land use, zoning, vehicle abatement, and permitting programs. Office work will consist of assisting members of the public in person and through other electronic communication, documenting regulatory inspection actions and performing other administrative support tasks and related duties as required. Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. The job description does not constitute an employment agreement and is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following: Conducts regulatory compliance inspections pertaining to various City and State permitting, environmental, and public safety compliance programs, codes, and issues notices of violation and/or citations and speaks with residents and business owners to encourage compliance with municipal codes and City regulations. Conducts regulatory compliance inspections pertaining to the City’s commercial and residential property maintenance licensing compliance programs. Conducts regulatory compliance inspections pertaining to the City’s Fat, Oil, and Grease (FOG) program through enforcement of City and State codes, permitting, facility inspections, monitor industry FOG best management practices, and coordinates abatement of public nuisances related to FOG. Conducts a variety of research related to building, land use, and encroachment permits, City licensing, and other public records. Enforcement of city park regulations. Proactively address unlicensed street vending. Executes weed abatement compliance actions, coordinates clearance of noxious weeds and seeks cost recovery. Provides customer service to residents and outside agencies by receiving, explaining, and electronically processing new complaints and inquiries submitted in person, by phone, in writing, online or by email. Manages a varied case load requiring the ability to multi-task, prioritize, plan, and manage time to meet deadlines. Prepares reports for the court, provides testimony in criminal and civil court proceedings, arraignments, and trials as a case agent on behalf of the City, makes court appearances, if necessary. Responds to parking complaints and issues parking citations. Responds to emergencies on weekends, holidays, and off-duty hours, as needed. Performs other duties of a similar nature and level as assigned. Safely operate City vehicles and equipment. Education, Training and Experience Guidelines: High school diploma or GED supplemented by thirty (30) college semester units in English, Criminal Justice, Environmental Science, Building, Fire Technology or a related field and two (2) years of code enforcement or similar enforcement, investigative, or regulatory compliance inspection experience in a private industry with a focus on land use and addressing public nuisances. An additional year of the required work experience may substitute for thirty (30) college semester units in English, Criminal Justice, Environmental Science, Building, or Fire Technology. License and Certification Requirements: Must possess a valid California driver’s license The City reasonably expects driving to be one (1) of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City The following training certifications must be obtained within 12 months of hire: California Peace Officer Standards and Training PC 832 certification (P.O.S.T. PC 832) P.O.S.T. certified, OC pepper spray certification Basic Code Enforcement Officer Certification or equivalent from either the California Association of Code Enforcement Officers (CACEO), the American Association of Code Enforcement (AACE), or the International Code Council (ICC) Knowledge of: City ordinances, rules, policies, and procedures regarding officer safety, land use, public nuisance, health and safety, business licensing, waste tires, fire hazards, fat oils and grease apparatuses and related plumbing systems, general sewer system maintenance operations, housing, and parking City case management and related business systems Procedures pertaining to rights of entry, search and seizure, and private property inspections Methods of regulatory inspections and investigations commonly used by a regulatory agency Regulations, laws, and requirements for courtroom testimony and evidence documentation Principles and best practices regarding case management Basic terminology used in interpreting building codes and zoning regulations General investigation and inspection methods Equipment maintenance and vehicles used Municipal codes related to regulatory compliance and parking violations Modern office methods, practices, procedures, and equipment, including case management software and database programs English usage, spelling, grammar, punctuation, and basic mathematical principles Skill and Ability to: Provide excellent customer service Communicate clearly and effectively, both verbally and in writing Organize and prioritize work and exercise independent judgment, wisdom, common sense, and initiative Manage a varied caseload Thoroughly carrying out oral and written instructions Operate a computer, various software applications, and maintaining records Interpret regulation processes to the public to ensure voluntary compliance Define problems, establish facts, and draw valid conclusions Manage situations requiring diplomacy, fairness, firmness, and sound judgment Understand and read a variety of maps and legal property descriptions Operate hand and power tools and equipment Operate a police handheld two-way radio Use patience, tact, sound judgment, diplomacy, and courtesy in dealing with the public Establish and maintain effective working relationships with those contacted in the course of work, including City and other government officials, community groups, and the general public Apply safe work practices Handle stress while delivering professional conduct Read body language and be aware of surroundings Gather information on online resources (Must be performed with or without reasonable accommodations) Work is performed in a variety of environmental conditions in an office and outdoor work environment, with exposure to weather conditions such as wind, heat, cold, rain, snow, and ice. Work may be performed in vacant buildings and streets or highways. Use of city issued ballistic vest is required. Occasional exposure to hazardous work conditions, including contact with snakes and potentially wild, dangerous, and diseased animals. Positions in this class typically require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions with or without reasonable accommodation. Medium Work: Exerting 20 to 50 pounds of force occasionally (up to 1/3 of workday), and/or 10 to 25 pounds of force frequently (1/3 to 2/3 of workday), and/or greater than negligible up to 10 pounds of force constantly (2/3 or more of workday) to move objects. Physical Demand requirements are in excess of those for Light Work. Incumbents may be subjected to machinery and its moving mechanical parts, electrical currents, vibrations, intense noises, travel, and environmental conditions such as wide temperature variations, noise, vibrations, fumes, smoke, grease, odors, and dust. Incumbents must be able to see and hear in the normal range with or without correction and have the ability to effectively communicate verbally and in written form. Incumbents must be able to wear issued uniform and equipment and comply with the division’s uniform appearance standards. Incumbents may be required to respond to emergencies after regular working hours and on weekends and must be willing to work an irregular schedule, which may include holidays, evenings, and/or varying hours, as assigned.
