Programme Manager

Overview This is a management job in an establishment. The role involves planning, managing, and overseeing the delivery of accredited off‑ending behaviour programmes to achieve agreed performance outcomes, while ensuring compliance with the Interventions Integrity Framework, organisational policies and HMPPS accreditation standards. The holder will ensure programme delivery aligns with the organisation’s strategic aims, promotes lawful behaviour in custody and on release, and supports reducing reoffending. Occasionally the role will oversee non‑accredited delivery through the same team structures. Responsibilities include managing a team of facilitators and administrative staff, creating and monitoring an annual delivery plan, maintaining performance and execution data, supporting regional and national psychology teams, liaising with senior management, contributing to performance baselines, and ensuring continuous quality improvement. Responsibilities, Activities and Duties Manage and oversee the administration and facilitation team, providing guidance, CPD, and participation in intervention planning and supervision. Create an annual delivery plan to meet performance targets and ensure adequate programme spaces. Monitor and report on the performance and execution of the delivery plan. Collaborate with regional and national Psychology teams to support delivery planning and resource identification. Work within a network of Programme Managers and strategic leads to support local, regional and national agendas aligned with the HMPPS Rehabilitative Strategy. Attend and engage in relevant meetings and training for Programme Managers. Develop and maintain productive working relationships with all staff, ensuring treatment managers are supported. Liaise with the establishment Senior Management Team regarding policies set by HMPPS for Offending Behaviour Programmes. Contribute to Programme Department performance by ensuring all work aligns with baselines and HMPPS accreditation standards. Promote integration of programmes with other establishment processes, contributing to risk management and whole staff awareness of Offending Behaviour Programmes. Manage and oversee continuous local self‑assessment review and action plans based on Quality Assurance Feedback, HMIP, MQPL and other relevant action plans. Lead the AIM team to support a multi‑disciplinary approach to the management of group members and their treatment needs. Experience of managing both staff and processes. Requirements Fluent in English; Welsh may be required in Wales. Minimum of 3 years’ relevant experience in a managerial role within a correctional or related environment. Benefits and Working Arrangements 37‑hour working week (excluding breaks).
